The purpose of this document is to provide a tool for local communities to deal with the emerging issues relating to the siting of commercial wind energy facilities within their boundaries. This document has been prepared by the Town of Barton, Washington County, Wisconsin in conjunction with the Town’s Planner, Patrick J. Meehan of Meehan & Company.
With limited reserves of only oil and gas and the perceived onset of global warming, Denmark has a great incentive to develop new technologies for exploiting alternative sources of renewable energy and reducing energy demand. One of its many options is the harnessing of wind energy - a route that it has explored in great detail. This report describes some serious problems encountered in the extensive deployment of wind turbines in Denmark, and briefly summarises published accounts of the experiences and opinions of variously implicated Danish and foreign organisations and bodies.

This paper analyses aspects of environmental policy in Denmark, including, among others, policy on surface water quality, clean air and support for renewable energy, waste disposal and transport policy. Environmental policies are an important priority in Denmark, with implementation often highly decentralised, but in some cases environmental objectives have been pursued at what seems a high price, perhaps through a wish to support the development of a domestic industry or to protect existing industry from loss of competitiveness. The paper criticises some of the arguments used in favour of this high cost approach in a number of contexts, including wind power subsidies, the carbon tax and the treatment of nutrient discharges from agriculture. The paper also discusses a number of innovative and efficient policies introduced or planned, for example the new approach to promoting renewable energy (including wind power) through tradable “green certificates” and a CO2 trading scheme in electricity production. In some areas, such as policy for non-hazardous waste, apparent expansion of the role of economic instruments (through a series of differentiated taxes on disposal) seems to be dominated in practice by quantitative targets which may not provide the best outcomes.
As the demand for clean energy increases, wind power generating stations are being constructed across Canada.....concerns have been raised about the possible environmental impact of these turbines on birds, especially after endangered raptors were observed being injured and killed after flying into wind turbines in California.

This short report discusses the impact of insect debris build-up on turbine blades and the resulting reduction in performance. Questions remain regarding how the blades are cleaned, whether detergents or chemicals are used in cleaning, the source of water to be used during the process, and whether the waste water is treated.

After the wind turbines went online in Kewaunee County, Wisconsin, the Lincoln Township Board of Supervisors approved a moratorium on new turbine construction. The purpose of the moratorium was to delay new construction of wind turbines for eighteen months, giving the township the opportunity to assess the impacts of the 22 turbines installed by Wisconsin Public Service Corporation (WPSC) and Madison Gas and Electric (MG&E), which went online in June 1999. The following document summarizes some of the problems the Moratorium Committee faced in trying to address problems the township hadn't faced prior to turbine construction and some of the resulting changes the committee proposed as a result of its study. Verification of this information can be obtained from Lincoln Township officials. Agenda. The Moratorium Committee met 39 times between January 17, 2000, and January 20, 2002, to (1) study the impact of wind factories on land, (2) study the impact on residents, and (3) review conditional use permits used to build two existing wind factories in Lincoln Township. Survey. The committee conducted a survey on the perceived impacts of the wind turbines that was sent out to all property owners residing in the township. Each household received one vote. The results were presented on July 2, 2001, to the town board, two years after the wind factory construction.

I am sure FPL Energy and Foley & Lardner will malign this evidence just as they have maligned everything else we have ever said or done. Let them bring on the proof that can convince you that our property values and indeed the tax base of the entire town will not decline if this project were to be built. If FPL Energy and its advocates cannot prove this important fact—then I believe the Plan Commission has a duty to protect all of us, our investments in our homes and property, the Town’s tax base and our future by DENYING FPL Energy’s request for a Conditional Use Permit.
ADVISORY CIRCULAR: AC 70/7460-1K Obstruction Marking and Lighting-- This change amends the Federal Aviation Administration’s (FAA) standards for marking and lighting structures to promote aviation safety. This change is effective August 1, 2000.....A sponsor proposing any type of construction or alteration of a structure that may affect the National Airspace System (NAS) is required under the provisions of 14 Code of Federal Regulations (14 CFR part 77) to notify the FAA by completing the Notice of Proposed Construction or Alteration form (FAA Form 7460-1). The form should be sent to the FAA Regional Air Traffic Division office having jurisdiction over the area where the planned construction or alteration would be located.

"This paper provides an overview of the issues affecting wind turbine operations in cold weather with a special emphasis given on atmospheric conditions prevailing in the Northeast United States. The first section describes previous and more recent wind energy projects in cold weather areas. In the second section, environmental elements most likely to impact on the operation of wind turbines in cold weather are introduced: low temperatures, icing and snow. It also presents various climatic situations and their specific behavior in cold weather. The third section suggests some solutions to problems identified in the previous section. In addition, this paper suggests ideas of further research on the operation of wind turbines in cold climate. It also identifies organizations interested by similar issues whose cooperation would be beneficial."

This WHO document on the Guidelines for Community Noise is the outcome of the WHO- expert task force meeting held in London, United Kingdom, in April 1999. It bases on the document entitled “Community Noise” that was prepared for the World Health Organization and published in 1995 by the Stockholm University and Karolinska Institute.
Issued on September 1, 1998 by The Initiative Group and signed by more than 100 German University professors, the Darmstadt Manifesto On the Exploitation of Wind Energy in Germany demands the withdrawal of all direct and indirect subsidies in order to put a stop to the exploitation of wind energy. The manifesto claims that the exploitation of wind energy promotes the type of technology which is of no significance whatever for the purpose of supplying energy, saving resources and protecting the climate. The money could be put to far more effective use in increasing the efficiency of power stations, in ensuring effective energy consumption and in funding scientific research into fundamental principles in the field of energy. The Darmstadt Manifesto is directed in particular at politicians, environmental organisations and the media.
"Developers and owners of wind turbines have a duty to ensure the safety of the general public and their own staff. However, there are currently no guidelines for dealing with potential dangers arising from ice thrown off wind turbines. This puts developers, owners, planning authorities and insurers in a difficult position. To rectify this situation, the work presented here has commenced in order to produce an authoritative set of guidelines. Initial work has resulted in the development of a risk assessment methodology which has been used to demonstrate that the risk of being struck by ice thrown from a turbine is diminishingly small at distances greater than approximately 250 m from the turbine in a climate where moderate icing occurs."
