Sen. Troy Fraser, R-Horseshoe Bay, filed a bill to give the county that authority, but put it on hold after some complained it would infringe on their right to lease land to turbine operators.
He asked County Judge Mark Stroeher to hold a public meeting to see if a consensus could be found.
Stroeher instead told Fraser to scrap the legislative effort, saying this week that holding such a meeting would only further divide the community.
