Glebe Mountain Group: Comments To Windham Region Planning Commission Regarding June 12, 2006 Draft of Regional Plan

Comments_to_windham_regional_commission_thumb Vermont regional commissions are responsible for updating their respective 'plans' every five years. The Windham Regional Commission (WRC), comprised of representatives from the 27 towns in Windham County, submitted a draft of its updated plan for public comment in late June 2006. Given the prevailing public concerns regarding energy, the energy section of WRC's draft plan was of particular interest. Specifically, the Glebe Mountain Group, an incorporated non-profit organization that has been actively engaged in protecting Glebe Mountain from industrialization, felt is was imperative that industrial wind generation projects not be encouraged or accorded any presumption that they serve the public good. The Glebe Mountain Group's comments on the plan are attached as is the original 'draft' WRC plan. Some of the specific comments related to wind energy are extracted below as is the conclusion. These comments were fully endorsed by The Friends of Glebe Mountain, an unincorporated 100% volunteer group comprised of residents of and non-resident property owners in the towns of Londonderry and Windham.

Get serious about wind

And we would still need the same amount of generating power from other plants (which would be run less efficiently, i.e., with more emissions) to keep the system running when the wind isn't perfect. With this pathetic outlook, and considering as well the fact that electricity is only a fraction of our energy use, wind looks about as far from a "serious" solution to global warming or decommissioning nuclear plants as one could get.

Vermont Public Service Board: Hearing Officer's Recommendation re. East Haven Windfarm

Hearing_officer_east_haven_thumb For the reasons set forth.., I conclude that the proposed Project will not promote the general good of the state. Therefore, I recommend that the Board not issue a Certificate of Public Good for the proposed Project. However, if the Board does issue a CPG, I recommend that it include the conditions outlined in this Proposal for Decision.

Douglas touting cell towers?

Maybe you also found it a tad incongruous that Gov. Douglas, who has bravely gone on the record as being against the development of wind farms on Vermont's mountain ridges, should appear at a photo op with a top official of one of the cellular phone companies and enthusiastically tout (essentially) removing all regulations for the emplacement of cell phone towers because said officials are whining about a six-month regulatory process.

Zero tolerance for Equinox Towers

Symbolism aside, Mt. Equinox may not be as impressive as Yosemite's El Capitan or the Grand Tetons, but something very real would be sacrificed on the questionable altar of renewable-energy-for-profit. Mt. Equinox and all of our mountains are not just a "back yard." They are a heritage and a legacy. And they are as good a place as any to make a stand. The issue at stake is preservation, and the face of environmentalism should be one of traditional conservation, not a heedlessly applied new orthodoxy. As a nation we need cleaner energy sources, but despoiling the scenic ridgelines in Vermont's premier recreational destination for minimal public benefit is misguided and irresponsible.

'They are coming'

I walked on my normal walk in the woods one day and looked up to the top of the mountain. Just several months before it had been a picturesque view of wilderness beauty ... the kind that attracts tourists and creates much of the state's income. Now, it was lined with these tall mechanical monsters, towering over the trees of an old forest. I am not talking about the quaint and charming windmills of Holland here, we are talking about metal and flashing lights and a size that miniaturizes the grand forest beneath it.

Wind proponent changes her mind

John Soininen is a principal with Eolian Renewable Energy, a start-up company seeking to erect a wind energy facility in northern Vermont. In 2005, Mr. Soininen's mother, Alice H. Soininen, a resident of Vermont, submitted this letter to the Rutland Herald newspaper at the time when the Sheffield wind project was proposed near her home in Sutton, Vermont. Today, Ms. Soininen is a vocal advocate for her son's wind project.

Jurisdictional Ruling by Vermont's Environmental Board

Jurisdictionalopinion2-227_thumb The Windham Regional Commission asked the District Environmental Commission if the proposed commercial wind energy development on Glebe Mountain requires an an Act 250 amendment as well as a permit under Section 248 (30 V.S.A Section 248). Act 250 is designed to protect Vermont's ridgelines above 2500'. Section 248 authorizes the Public Service Board to issue 'Certificates of Public Good' for electricity generating projects. The District Environmental Commission concluded that construction of the wind measurement towers and the proposed wind energy project represent material and substantial changes to existing Act 250 permits and thus require an amendment.
