Terra-Gen withdraw its planned 126 MW Torrey Wind project with 30-4.2MW turbines on 2,041 acres of absentee-owned private grazing land in Boulevard, CA. The project was first proposed as San Diego Wind in 2017 and then changed to Torrey Wind in 2018. It was included in a lawsuit filed by the nonprofit Backcountry Against Dumps challenging San Diego County's approval of Terra-Gen's new 500kV Boulder Brush Substation that would connect both their Campo Wind and Torrey Wind to San Diego Gas & Electric's 500kV Sunrise Powerlink.
Documents accessible from this page show Terra-gen asked San Diego County Planning for another 2-year extension but changed its mind and withdrew the project application. Concerns regarding the cumulative impacts from multiple energy projects on sole-source groundwater resources may have played a hand in withdrawal.
