The wind energy draft interim development control guidance will now go out for public consultation for a six-week period beginning on February 20.
The policy would restrict large scale wind farms to two zones, north of Carno and south of Newtown, with plans for them elsewhere in the county likely to be refused.
Small-scale wind farms or individual wind turbines supporting a farm or industrial building may be allowed if the application is judged to meet the environmental and planning safeguards.
