Hays Area Planning Commission disagrees on wind regulations

At Monday's meeting, the Hays Area Planning Commission continued its work to draft an ordinance regulating wind energy development within city limits. As discussion continued, the issue of whether to require special-use permits for every project or to include accessory use provisions seemed to spur some disagreement. Commission representatives solicited input from Hays City Commissioners at last week's meeting, at which time an ordinance extending a moratorium on wind development was approved.

Wind turbines topic of meeting

The Fayette County commissioners will hold a public hearing this week to discuss proposed changes to the county zoning ordinance dealing with wind turbines. The public hearing is being held to gather input before the commissioners make any decisions to change the ordinance. Also up for consideration will be allowing deep mining in agricultural and conservation zones.

Two appeals filed against the approval of the Lompoc wind energy project are on the board's agenda, but the project applicant requested Friday that they be postponed. The supervisors received the letters from Acciona Energy asking for a 60-day continuance, because it would provide more time to work with the appellants - Lompoc area residents George and Cheryl Bedford and the California Department of Fish and Game. ...The state Department of Fish and Game was more concerned with bird and bat deaths that are common to wind turbines.

Woodford holds off on wind farm topic

After inserting the topic of wind farm applications into the agenda for Friday's special session of the Woodford County Board earlier in the week, board member Tom Evans withdrew the issue from consideration without explanation when the meeting convened. ...Evans had said he wanted to discuss a possible procedural change to the way wind turbine special-use permit applications are handled but didn't expect the board to make any decisions Friday.

Moratorium imposed on wind farms

In response to the growth of wind farms in neighboring communities, the Holland Town Board has approved a six-month moratorium on such developments. "We thought it might be prudent to impose a moratorium until such time that a local law is approved," Supervisor Michael Kasprzyk. "There are no projects currently in the works."

Wind farm owners ask for permit help

Financially ailing Babcock and Brown, owners of Crescent Ridge II wind farm in Bureau County, asked the County Board this week to issue building permits before the project's decommissioning and site restoration is fully funded. The request is a departure from current county policy, which requires the exact opposite. Bureau County ESDA director Chris Donarski advised caution in considering the request.

Wind panel to meet secretly; Committee to discuss turbine regulations without public input

The newly formed Wind Law Review Committee will meet in secret for several months before it makes recommendations to the Town Council regarding wind turbine noise and setbacks. The 10-member committee plans to hold its first meeting in January. The group will gather community input and also discuss potential health risks related to wind farms.

Balloon raising off Route 3A

If you see some balloons floating on the hill behind Graham Waste, don't think there is a sale on used cars. The balloons are part of the on-going Planning Board review process for two wind turbines with a proposed siting off Route 3A. Beginning today (Friday) and continuing throughout the weekend, balloons will be floated as the approximate height of the two proposed wind turbine locations to aid the Planning Board in visualizing the scale of the project.

Opponent sues to stop Sullivan County Community College wind turbine

An opponent of the wind turbine at Sullivan County Community College has sued to stop the project, claiming the Town of Fallsburg broke its own rules when it granted a special-use permit. Kenneth Walter, whose mother lives roughly 500 feet away from the turbine site, filed the lawsuit Dec. 3 in county Supreme Court. Walter has been a staunch opponent of the project since its inception in 2007. He believes noise from the turbine would ruin his mother's quality of life on the family's defunct chicken farm that abuts the college's property.

Panel OKs variances for wind farm

In a heated meeting that lasted until 11 p.m. Tuesday, the Taos County Planning Commission approved variances for a proposed wind farm, contrary to the county planning staff's recommendation. The commission voted 5-2 to grant Taos attorney and Centinel Bank founder Eliu Romero height and landscape variances and a major land-development permit for a 27-turbine wind farm west of Taos.

Solar home owners oppose wind farm

Living off the grid doesn't necessarily mean you want to live next to a wind farm, even if it is designed to generate electrical power from a renewable energy source. A well-known Taos attorney's proposal to develop a wind farm has angered some residents near the site, including people in the Cielito Lindo subdivision, where homes rely primarily on solar energy.

At Thursday's Hays City Commission work session, commissioners discussed the possibility of extending a moratorium on wind development until April 1. The Hays Area Planning Commission has been working to develop guidelines regulating wind-energy development for about six months and has requested a time extension.

Planning Board tackles turbine issues

In a packed Town Hall auditorium, the continued public hearing on the proposed twin wind turbine project off Route 3A began to give residents a better picture of the breadth and impact of the project. The nearly three-hour meeting was a mix of technical information, questions and answers and airing of resident concerns. The 100-plus audience was well informed and it was clear through many of the comments made residents had done their research on turbines. Dozens spoke on myriad concerns from noise to shadow flicker to the impact on property values.

Judge upholds towns' vetoes of wind permits

Plans of a Chicago-based wind developer to erect over 60 wind turbines in the area may have been derailed by a ruling in Monroe County Circuit Court last week. In a decision released Wednesday, Judge Michael McAlpine upheld the actions of the towns of Wilton and Ridgeville, which vetoed conditional use permits (CUPs) issued to the wind developer.
