The revelation came following the Valuation Office Agency's down-grading of council tax bands for several homes after they dived in value following the arrival of turbines nearby. Although just five cases have been officially revealed, these suggest that a wind farm decreases house prices by 20 per cent or makes them difficult or even impossible to sell.
The Valuation Office Agency has been forced to re-band homes into lower council tax categories, confirming what most residents who live near the giant turbines already know: they are detrimental to property prices. The move will make it harder for the wind farm industry to dismiss public concerns over the impact of their turbines.
The decisions by the Valuation Office Agency (VOA) to move certain houses close to wind farms into lower council tax bands are the first official recognition that the turbines can lower the value of nearby homes.
"We need to put this into perspective," said Frodsham town councillor Tony Hinkins. "The very threat of this wind farm has already reduced the market value of properties in this community by far more than anything this community benefit fund might provide."
In 2006, Mr Julian and Mrs Jane Davis' quiet enjoyment of their property had been disturbed by a nearby wind project to such an extent that they were forced to vacate their house, for health reasons. The Lincolnshire Valuation Tribune ruled that construction of the turbines 930 metres away from the dwellings had a significant negative effect on Davis; enjoyment of their properties, that the nuisance caused by the turbines was real and not imagined and it would have an effect on the potential sale price of the properties. Householders living near to Aston Hall Farm between Aston and Burston say a proposal to install three turbines on the land by Severn Trent Water has already blighted property prices. Homeowner Rob Jackson, whose Enson Lane home is 520 metres away from the site of a proposed turbine, said the value of his house had dropped by between 20 and 30 per cent since he had it valued back in January. ..."It is devastating because planning authorities do not take property prices into consideration."

A proposed 120-metre wind turbine would knock 50 per cent off the value of thousands of nearby homes, an action group claims. Save Our Skyline (SOS) was formed in response to a planned turbine taller than Wakefield Cathedral at Coca Cola's warehouse at Wakefield 41 Industrial Park. 'A Royal Institution of Chartered Surveyors study suggests local house prices drop by around 20 per cent when a wind farm application is submitted. If a house in the vicinity was once worth Pounds 350,000, it will now be worth Pounds 50,000 to Pounds 70,000 less,' he says. Given two identical houses at the same price, one with wind turbines on the horizon, which would you buy? No prizes for guessing that the twirling monsters would be a deterrent. But the British Wind Energy Association dismisses this as a "myth about windfarms - their impact on house prices". It is hardly surprising that a trade organisation uses "spin" to sell its windmills, but I wonder how it will react to the news in Denmark's Copenhagen Post (July 30) that its government is drafting a proposal suggesting that "homeowners living in the shadow of the 150-metre giants be compensated for lost property value where values have been brought down by the presence of nearby wind turbines".
CAMPAIGNERS against plans for a new wind farm between Bagthorpe, Barmer and Syderstone have been told of the horrific impact turbines can have on village life. A packed public meeting in Bircham Newton heard from a number of guest speakers who gave grave warnings about the health impact, noise disturbances and threat to wildlife which could stem from the five turbines earmarked for the villages. Included among the speakers was Jane Davis, of Deeping St Nicholas, Lincolnshire, who described the persistent noise problems she has faced from a wind farm near her home. She also spoke of how the value of her property has plummeted since the development was completed. Syderstone resident Reg Thompson, a member of the action group formed to oppose the plans, said: "People are very concerned about this. "There are moves being made in Europe to ban wind farms that are within two kilometres of housing and we hope that becomes legislation because every house in Syderstone falls within that radius. "People are very upset. We have seen housing deals fall through as people no longer want to move here.
An MP has put his political clout behind a campaign against a proposed wind farm amid claims that properties within a 2km "blight zone" will be devalued by at least 35 per cent if the turbines are built. South Norfolk Tory MP Richard Bacon warned of damage to the "gentle rural landscape" if plans for seven wind turbines on the old Pulham Airfield site, near Diss, went ahead.
Our experience shows that there is a real noise problem, which can be severe. Unfortunately, it is clear that existing regulations are not adequate to protect people, and until this whole noise phenomenon is better understood and regulated we feel that Councils and wind developers should be exercising the Precautionary Principle. Large wind turbines should not be permitted close to residential areas.
But campaigners from local pressure group Vortex massed outside the venue and canvassed the opinions of visitors leaving the exhibition. Vortex member Roger Wytcherley, aged 55, of Napley Heath, said the majority of people were opposed to the plans. "Everybody has been very willing to tell us their feelings, and not many are for the wind farm," he said. "A lot of people say their questions are evaded and washed over. People are most concerned about noise and loss of equity in their houses. People are not buying houses around here because of the threat of the wind farm.
I agree with Dr John Etherington's critical observations (April 23) about the recent "survey" on the impact of wind turbines on property values. I came across this "survey" in the media and wrote to the Royal Institute of Chartered Surveyors (RICS) expressing concern about its media statements about it. My letter and the response from RICS are as follows:
Does the BWEA think it unreasonable that SWATT request that the Welsh Assembly call a moratorium on wind farm development until independent surveys are executed on these vital issues. Concerning the election, our campaign resulted in us getting the issue onto the election agenda. And the two anti-TAN 8 main parties were the ones who gained seats in the elections.
The real "rural terrorists" (report, May 10) are the wind farm developers holding communities to ransom while offering a pot of gold at the end of the rainbow to landowners. When local people see their landscape in danger of demolition and their community destroyed then feelings will run high.
Nothing can erase this UK-wide report from the historical record, but there are now claims that a new survey by Oxford Brookes University and RICS shows that windfarms do not impact on property value. Ifwe look carefully at this survey, it is based on two small windfarms in Cornwall where the turbines are less than 60m tall compared with the present industry standard of 120m and proposals by Gamesa for 180m (600 ft) giants in south Wales. The authors of this new report are more honest than the windpower developers with their warning that: "... as more windfarms are built, more property will become proximate. Therefore, a cautious approach should be adopted until a larger and more in-depth study can be undertaken." The wind promoters understandably ignore this "health warning".
