Moratorium on wind farm applications adopted

Phillips County commissioners have adopted a six-month moratorium on the processing of permits related to the construction of any wind farm system or facility within the county.

The moratorium began Oct. 19 and will be in effect until 11:59 p.m. on April 19, 2022, unless the commissioners find the six-month period too brief or too long, at which point it can be shortened or extended.

In the resolution, the commissioners acknowledged that they support harmonized development of commercial projects in Phillips County and that the development of wind farm facilities and operations could potentially create development that is not harmonious with adjacent land uses.

The moratorium began Oct. 19 and will be in effect until 11:59 p.m. on April 19, 2022, unless the commissioners find the six-month period too brief or too long, at which point it can be shortened or extended.

In the resolution, the commissioners acknowledged that they support harmonized development of commercial projects in Phillips County and that the development of wind farm facilities and operations could potentially create development that is not harmonious with adjacent land uses.

In order to protect and preserve the environment and the public health, safety and welfare of Phillips County and its citizens, the commissioners noted that it is in the county’s best interest to study and incorporate zoning requirements pertaining to wind farm operations and facilities within the county.

The temporary moratorium will allow the county sufficient time to review, study, hold public hearings and prepare to adopt amendments to zoning requirements, if necessary.

Commissioners reported this and other activities in the month of October at their end-of-month meeting Friday, Oct. 29.
