Citizen's Group Raises Concerns Regarding Requested Zoning Changes That Relax Siting Rules 

HALLAM, NEBRASKA -- Hallam residents learned late last week that Volkswind USA put all seven special permit applications filed with the Lancaster County Planning Commission on hold. This action comes amid concerns and opposition from property owners who will be most impacted by the proposed wind turbine project. 

"We are very pleased that Volkswind USA has placed it turbine project plans on hold," said Cindy Chapman, a nearby resident of Hallam and one of the organizers of Stop Hallam Wind, a grassroots citizen's group aimed at educating the public about the project. "There are many homeowners who are directly impacted by the turbines, yet most of us only learned about the project in the last two weeks after reading about it in the paper."

According to Chapman, if the zoning changes requested by Volkswind USA are adopted, the company would be able to site massive wind towers within 1,000 feet of occupied homes and raise permitted noise limits from the current 35 decibels to as high as 55 decibels.  

"Property owners living within the footprint of the proposed project are genuinely concerned for their safety and welfare," Chapman said. "Zoning changes that will relax our siting requirements are contrary to what's happening throughout the rest of the country as communities work to protect their residents by increasing turbine setback distances and lowering allowed noise levels."
