Siting Council to host hearing on wind turbines in Colebrook

According to current state laws, the Connecticut Siting Council has exclusive jurisdiction over the siting of any electrical conducting facility with a capacity over 1 megawatt.


COLEBROOK — Representatives from BNE Energy Inc. (“BNE”), a Delaware corporation based in West Hartford, and founded in 2006 for the purpose of constructing and operating wind generation projects in New England will be in attendance in Colebrook Town Hall on Nov. 10, at 7 p.m. to provide information and answer questions regarding their proposal to construct 1.6 megawatt wind turbines in two Colebrook locations, 29 Rock Hall Road (“Wind Colebrook North”) and 17 and 29 Flagg Hill Road (“Wind Colebrook South.”

According to current state laws, (Connecticut General Statutes 16-50k), the Connecticut Siting Council has exclusive jurisdiction over the siting of any electrical conducting facility with a capacity over 1 megawatt.

Therefore, there are no legal requirements for applications for the 1.6 megawatt turbines proposed on these two Colebrook sites to be submitted to or formally reviewed by any Colebrook Land Use agency, including the Planning & Zoning Commission, the Inland Wetlands Agency or the Zoning Board of Appeals.

While not legally required, it is expected that the Siting Council will hold a public hearing concerning BNE’s two applications during which time the Town and members of the public will have the opportunity to speak in favor or in opposition to the plans as submitted to the Council.

Informational filings prepared by BNE Energy Inc, for both sites and made available to the Town of Colebrook are available for review in Colebrook Town Hall in the Office of the First Selectmen, the Land Use Office and the Town Clerk’s Office. Under current FOI rules, copies of the informational filings are available upon written request at a nominal fee. Requests for copies can also be directed to the Land Use Office at kgnelson@colebrooktownhall.org Any questions regarding this informational meeting may be directed to the Office of the First Selectman at 379-3359, extension 202 or the Land Use Office at 379-3359 extension 209.
