County board approves variance for wind generators

Crawford County's board of adjustment has approved a special exception to allow the construction of up to 120 wind turbine towers in three townships, through a Heartland Wind LLC/PPM Energy project.

The project would also include up to four meteorology towers.

PPM Energy is based in Portland, Oregon.

The action by the board of adjustment was to allow a special exception in an agricultural zoned district.

A condition of the variance is the Federal Aviation Administration must provide a "determination of no hazard" to Zoning Administrator Duane Zenk before each tower is constructed.

The developer would also have to submit a final plat of each tower site and apply for a construction permit for each tower.

The township sections approved for the variances are the following:

All or part of sections 7, 8, 17 and 18 in Otter Creek Township; all or part of sections 12-36 in Morgan Township; and all or part of sections 13, 14, 23, 24, 25, 26, 35 and 36 in Soldier Township.

Discussions earlier this year at Crawford County Board of Supervisors' meetings indicated the possibility of another company working on a wind tower project for the southeastern part of the county.

Zenk and the Crawford County Board of Supervisors discussed the possibility of wind-generating towers being constructed in the county earlier this year.

One of the actions taken by the supervisors was to adopt a separate building permit fee for wind-generator towers. The existing building permit of $50 per 10,000 square feet, and $5 for each additional 1,000 square feet, didn't apply to the vertical construction of wind-generator towers. The supervisors adopted a fee of $200, which Zenk said was the same as Carroll County's fee for wind-generator towers.
 
Zenk had also discussed the process of filing for the building permits. He said a company would first look at a large area where it would have the landowners' permission to build. To get the industrial or commercial building permit, the company would have to bring in a site sketch and show that it would comply with the appropriate distance regulations.
