Presently, it is very difficult to make wind energy cost effective today even with the subsidies that now exist. ...When much of the subsidies come through the electric utility a disproportionate amount of the subsidies will be on the backs of the rural customers where the lowest quantity of the population live.

The national grid has power generated thousands of miles away from where it's being used, and that doesn't make sense. Small generation facilities near the point of delivery are more economical and environmentally friendly.
