NLRA opposes Iberdrola windfarm in watershed of the lake

To NLRA Members and Stewards of the Newfound Lake Watershed, regarding the proposed Wild Meadows Wind Project: The NLRA has been paying close attention to the proposed Wild Meadows Wind project, and we are taking it very seriously. Several NLRA Trustees attended the first meeting of Newfound Wind Watch. During that meeting we stated that this topic would be thoroughly discussed at a planned upcoming Board meeting. Trustees and staff met with Wind Watch leadership in late October and reiterated our commitment. Staff and Trustees attended the Iberdrola presentation in Alexandria on November 14th to continue gathering information At our recent Board meeting, after careful consideration and deliberation, the NLRA Trustees unanimously approved the following position:

Maine DEP order denying Passadumkeag wind park

Passadumkeag_denial_l25597anbn-2-_thumb The State of Maine Board of Environmental Protection denied the application of Passadumkeag WInd Park LLC to construct a 14-turbine, grid-scale, wind energy development. Renewable Energy on the National Forest Estate

Windcommunitiesguidance_fcs__wind_power_developers_thumb This report prepared by the Forest Commission Scotland (FCS) facilitates wind energy development on national forest land in the country. The report, obtained through a freedom of information act, shows how FCS divided the public land it manages into 5 'lots' to be prospected by specific wind energy developers. For example, ScottishPower Renewables were awarded Lot 1 and the right to develop schemes of less than 5MW in Lots 1-5. The remaining 4 lots are allocated to four other developers all of whom are currently working through the exclusivity period to identify suitable sites for wind turbines.

Denial of development permit for the Bowers Wind project

Cw_4889_denial_april_2012_final_thumb The Maine Land Use Regulatory Commission denied a permit for the 27-turbine (62.1 MW) Bowers Wind Energy facility proposed by Champlain Wind, LLC which is wholly owned by First Wind. Policy and planning guidelines for development of wind energy facilities in Victoria

52_32_thumb The Victoria Planning Provisions are undergoing amendments to account for wind energy development. Several key elements of the amendments are posted below. Three documents explaining the changes can be accessed by selecting the links at the bottom of this page. The changes prohibit the siting of turbines (a) within two kilometres of a existing dwellings unless written consent from the owner of the dwelling is provided, (b) in areas with high conservation and landscape values, and (c) locations that feature a high degree of amenity, environmental value, or are a significant tourist destination.

Save The River Position on Industrial Wind Development within the St. Lawrence River Valley

Save_the_river_wind_moratorium_position_statement_080410_formatted_thumb The special nature of the place that we inhabit, including the importance of the habitat and flyway, when taken with the scale of the wind energy projects proposed, the lack of a process to assess cumulative review, and the initial indications of substantial impacts to birds and bats, all lead us to conclude that wind projects proposed for our area should not proceed further until the Wolfe Island Wind post-construction wildlife impact study is completed and a cumulative wildlife impact assessment involving the US and Canadian governments has occurred.

Stormwater appeal final brief - Sheffield Wind

Sheffield-response-final_thumb Individual members of the grassroots group Ridge Protectors Inc., filed an appeal in Vermont's Environmental Court arguing that more ground would be disturbed by the Sheffield wind facility than was approved in the storm water discharge permit issued by the State's Agency of Natural Resources (ANR). The wind developer, First Wind has been approved by the Vermont Public Service Board to erect sixteen 2.5 megawatt wind turbines along a ridgeline in Sheffield, Vermont. Coalition for Wisconsin Environmental Stewardship initial brief regarding proposed Glacial Hills wind facility

Cwestinitialbrief_thumb The Coalition for Wisconsin Environmental Stewardship("CWESt") opposes the application of Wisconsin Electric Power Company ("WEPCO") for a certificate of public convenience and necessity ("CPCN") to construct a wind electric generation facility to be known as the Glacier Hills Wind Park ("Glacier Hills"). First, the project would be a threat to human health and safety because of wind turbine noise and shadow flicker. Second, the project would substantially and unfairly reduce real property values. The Commission may not issue a CPCN without first determining that the project would promote the public health and welfare. Application of Wisconsin Electric Power Company for a Certificate of Public Convenience and Necessity to Construct a Wind Electric Generation Facility and Associated Electric Facilities, to be Located in Fond du Lac County, Docket no. 6630-CE-294 (2007) (following Clean Wisconsin, Inc. v. Public Service Commission of Wisconsin, 2005 WI 93, ¶ 35). The evidence shows that, rather than promote the public health and welfare, this project threatens it. Energy sprawl or energy efficiency: Climate policy impacts on natural habitat for the United States of America

Energysprawlorenergyefficiency_thumb Concern over climate change has led the U.S. to consider a cap-and-trade system to regulate emissions. Here we illustrate the land-use impact to U.S. habitat types of new energy development resulting from different U.S. energy policies. We estimated the total new land area needed by 2030 to produce energy, under current law and under various cap-and-trade policies, and then partitioned the area impacted among habitat types with geospatial data on the feasibility of production. The land-use intensity of different energy production techniques varies over three orders of magnitude, from 1.9–2.8 km2/TW hr/yr for nuclear power to 788–1000 km2/TW hr/yr for biodiesel from soy. In all scenarios, temperate deciduous forests and temperate grasslands will be most impacted by future energy development, although the magnitude of impact by wind, biomass, and coal to different habitat types is policy-specific. Regardless of the existence or structure of a cap-and-trade bill, at least 206,000 km2 will be impacted without substantial increases in energy efficiency. ...The possibility of widespread energy sprawl increases the need for energy conservation, appropriate siting, sustainable production practices, and compensatory mitigation offsets.
