St. Croix County wind energy project dispute pits neighbor vs. neighbor

A dispute over a proposed wind farm in northeastern St. Croix County has blown a huge hole in the normally tight-knit fabric of the farming community where the project’s developer hopes to build the $250 million project. That may be the only thing opponents and advocates in the town of Forest agree on about the Highland Wind Farm, which would consist of up to 44 wind turbines, each nearly 500 feet tall to the tip of the highest blade, generating a total of 102.5 megawatts of electricity.

Wind turbine controversy blows back into legislature

Its author is Senator Frank Lasee of Green Bay. He’s been tilting his legislative sword against wind turbines for years. He says it’s his duty. “I don’t want people harmed by wind. Period! I don’t care if we have them in the state or not, truly. I don’t care about wind one way or another, but I don’t want people harmed like the people I represent, who have truly, drastically, dramatically harmed by this and we don’t seem to care. And that bothers me a lot and this is a redress for those people.”

Wind farm bill would let utilities, developers be sued

Homeowners who live near wind turbines told state lawmakers Wednesday they should be able to sue for damages because of the problems with sleeping, headaches and other health issues that emerged after wind farms were built. They spoke in favor of a bill introduced by state Sen. Frank Lasee (R-De Pere), whose district includes a wind farm in Brown County where several families have moved from their homes, citing health concerns.

Wisconsin bill would make it easier to sue over negative impacts of wind turbines

“I introduced (Senate Bill 167) to make sure the rights of my neighbors are protected,” said Sen. Frank Lasee, R-De Pere, in a statement. “I believe these people have health problems because of the turbines and I’m tired of the Public Service Commission dragging their feet. This is a public health issue for all of Wisconsin. It’s time to get answers.”

About 20 people discussed their experiences with wind farms during the monthly Fond du Lac County Board of Health meeting. The Board unanimously passed a resolution Wednesday requesting the state of Wisconsin fund and complete a study on the impact of wind turbines on human health. The matter will go before the Fond du Lac County Board at its Aug. 20 meeting.

Residents near wind project attest to health woes

There are serious health problems in the Shirley Wind project in southern Brown County. Inaudible sound and low frequency noise (LFN) were measured in three vacated homes in early December 2012. Dr. Alec Salt's peer-reviewed report, "Wind Turbines Can Be Hazardous to Human Health," stated such noise can damage one's inner ear mechanism, which might explain why 55 residents near the Shirley Wind project have completed affidavits for the Brown County Board of Health reporting headaches, dizziness, nausea, ear pressure, tinnitus and sleep deprivation while living in their homes.

Wind farm proposal rejected, PSC cites noise concerns

State regulators on Thursday rejected an application to build a new wind farm in St. Croix County, citing concerns about turbine noise the project would generate for nearby homes. The state Public Service Commission voted 2-to-1 to reject Emerging Energies’ proposal to build the Highland wind farm, which was proposed to generate 102.5 megawatts of power from 41 turbines.

Officials continue to urge additional testing at Shirley Wind Farm amid health concerns

The PSC decision does not mean further testing is off the table at Shirley. The Wisconsin Towns Association adopted a resolution asking the Public Service Commission to enact a moratorium to prevent wind turbines from being permitted and installed until further studies are done that investigate the link between turbines and health concerns.
