Neighbors of Plymouth turbines bring health concerns to Bourne board

In a plea for help, a small group of residents came in front of the Bourne Board of Health on Aug. 8 after a Superior Court judge ruled that Bourne officials didn’t have the authority to regulate the construction of the turbines because they were outside of the town’s jurisdiction. ...however, the judge had written that a “Board of Health has broad powers to regulate and prevent nuisances that affect the public health,” adding that it remained to be seen whether the operation of the turbines would be a nuisance affecting the health of Bourne residents.

The problem with wind energy ordinances

Ordinances governing wind energy systems, which are to be developed within a county, have a wide ranging effect on the local geography and economy.  Local participation in ordinance drafting is a great advantage of county lawmaking.  This leaves an opportunity for county commissioners to make the public, its local residents, “partners” in this lawmaking.  There should be little uncertainty in ordinance language, it should be transparent, and the end product should favor open public participation in wind farm applications.

Indiana Air National Guard studies wind farm

“There are some threats out there that we would ingress to the target area and egress away from the target area at low altitude or be forced to see the weather,” Noel said. Any impact the formal review process finds the wind farm would have on the fighter wing would apply whether it is flying A-10s or the F-16s, he said.

Worth County residents concerned about wind project hosting meeting in Grafton

Julie Kuntz, a Grafton-area farmer who is a member of Concerned Residents of Worth County, opposes the wind turbines, noting the impact on farmland and the noise they cause for local farmers. "We could make a lot of money signing up for this, but at a cost," Kuntz argued. "I’m contacting every landowner to give them information and polling them as I go, and I’m finding overwhelmingly that local farm owners are opposing this."

Session set to address questions on wind energy concerns

“The overall purpose is to listen to people’s issues with wind energy, both good and bad,” said Joe Lear, Extension’s Northwest Missouri director. “It is really trying to gauge people’s feelings and tell their story a bit ... We’re prepared to listen.” The prospects of more wind farms locating in the state also factored into the planning, he added. He said DeKalb and Atchison counties were both chosen for the meetings based on their number of wind turbines.

Lawmaker proposes to change how N.D. wind energy tax revenue is distributed

Currently, all of North Dakota’s wind energy tax revenue stays with counties ...“You heard last session from a number of legislators that thought that wind was getting a free ride,” Brandenburg said. A bill he plans to introduce when the legislative session starts in January would keep two-thirds of wind energy tax revenue in the counties that produce the energy and send one-third to the state general fund.
