Proposed Hawley (MA) Wind Facility Bylaw

The purposes of this wind-generated energy production facilities section are to: A. Protect the scenic, historic, environmental, and natural or man-made resources of the community without prohibiting alternative energy technologies to be developed. B. Provide standards and requirements for regulation, placement, construction, monitoring, design, modification and removal of wind facilities. C. Provide a procedural basis for action within a reasonable period of time for request for authorization to place, construct, operate, or modify wind facilities. D. Preserve property values. E. Locate wind facilities so that they do not have negative impacts such as, but not limited to, attractive nuisance, noise, falling objects, general safety, welfare and quality of life, wildlife and the environment in the community. F. Require owners of wind facilities to configure them so as to minimize and mitigate the adverse impact of the wind facilities.

Don't be fooled by wind power's 'green' image

Environmentalists fought against oil drilling in the Arctic National Wildlife Refuge, fearing it would spoil one of the last pristine places and that the rigs and access roads would hurt caribou. These are very close to the arguments against filling places like the Flint Hills with turbines.

Bird debate follows turbine plans

During a tour last month of Carleton College's 1.65 megawatt turbine in Northfield, Minn., project director Rob Lampa told a group of about 30 Winona County residents that the college had found no evidence of bird or bat kills in the first year of operating the 230-foot turbine ... As the group was leaving, Winona resident Marijo Reinhard pulled County Commissioner Dwayne Voegeli aside. "Look," she said, pointing at the ground, where she had spotted a small, brown bat dead on the gravel; A few feet away, she spotted another, also dead.

Windmills in D.C.?

The law establishes a D.C. renewable portfolio standard, which requires an increasing percentage of retail electric power sold in D.C. after 2006 to be generated from renewable resources. The RPS, in effect, is a quota on green power.

United State Fish and Wildlife Service Reviews Chautauqua Windpower's Avian Risk Assessment

Usfws_response_summary_thumb The United States Fish and Wildlife Service (USFWS) sent two letters October 12, 2005 to David Perry, Executive Vice President of Chautauqua Windpower LLC, severely critical of the draft Avian Risk Assessment (ARA) completed by Chautauqua Windpower and its consultants for the proposed wind power development in the Towns of Ripley and Westfield, Chautauqua County, New York. The shorter of the two letters focuses on the ARA’s attention to migrating and resident American Bald Eagles; the longer of the two letters consists of a broader evaluation of the ARA and its attention to all resident and migrating birds. Wind turbine plan expands to Sutton </p>

Gov. Jim Douglas has rightly said that the push for industrial wind power should slow down. Vermonters need to think about where these enormous wind towers are being proposed: on top of our mountains in some of the most beautiful corners of the state. Industrial wind turbines don't belong on Vermont's ridgelines.

Wind proponent changes her mind

John Soininen is a principal with Eolian Renewable Energy, a start-up company seeking to erect a wind energy facility in northern Vermont. In 2005, Mr. Soininen's mother, Alice H. Soininen, a resident of Vermont, submitted this letter to the Rutland Herald newspaper at the time when the Sheffield wind project was proposed near her home in Sutton, Vermont. Today, Ms. Soininen is a vocal advocate for her son's wind project.

Jurisdictional Ruling by Vermont's Environmental Board

Jurisdictionalopinion2-227_thumb The Windham Regional Commission asked the District Environmental Commission if the proposed commercial wind energy development on Glebe Mountain requires an an Act 250 amendment as well as a permit under Section 248 (30 V.S.A Section 248). Act 250 is designed to protect Vermont's ridgelines above 2500'. Section 248 authorizes the Public Service Board to issue 'Certificates of Public Good' for electricity generating projects. The District Environmental Commission concluded that construction of the wind measurement towers and the proposed wind energy project represent material and substantial changes to existing Act 250 permits and thus require an amendment.

Vermont wind energy debate gains clarity

Bravo. Finally, a declarative statement on wind energy after months of murky confusion. Finally, a break in the clouds that have shrouded an issue that is critical to all Vermonters but has been driven largely by wind developers and advocates. Taken at face value, Gov. Jim Douglas is saying "No" to big wind.
