Nuon UK Ltd, whose parent company is a leading Dutch utility firm, said it was simply investigating the potential of the site.
Project manager Chris Ranner said: "It is a temporary application which will allow us to investigate the climate and determine whether enough energy can be generated for us to consider a project at some point in the future.
"I would estimate that only 10% of sites actually go forward to be developed."
The application is due before Tynedale Council's planners on June 20.
