The County Board passed a 12-month moratorium in May that effectively shut down the permitting process for all wind energy systems after public pressure from individuals and Wisconsin Independent Citizens Opposing Windturbine Sites (WINDCOWS) said the ordinance didn't address turbine location, noise and public safety concerns.
The county appointed a Wind Energy Systems Advisory Committee to make recommendations on amendments to the county wind ordinance.
Tumultuous meetings were held by the committee, beginning in June, to address noise, setbacks, color of the blades and towers, and the impact on birds.

Wind farm developer Emerging Energies LLP of Hubertus filed a claim with the county on Nov. 7 alleging the moratorium has damaged the company's plans to construct seven large-scale, industrial wind turbines around the village of Mishicot.
