County board will vote on wind farm

The lack of a protection plan was a concern expressed by the members of the zoning board of appeals before they voted to approve the wind-farm on Tuesday night, 4-1.


OREGON [Illinois]— After nine nights of hearings, and three county bodies giving the nod to a wind farm in northwest Ogle County, Navitas Energy, Inc. has just one more obstacle to overcome - the Ogle County Board.

The Ogle County Board is scheduled to vote on the special use permit for the wind farm at its upcoming Tuesday night meeting. If approved, the 40-turbine Baileyville wind farm will be located between Leaf River and Forreston on more than 5,000 acres.

The request went before the county’s planning and zoning committee on Wednesday afternoon where it was approved 4-0. During the committee meeting, Navitas presented the members with a draft of a protection plan for homeowners who are not participating in the wind-farm.

Richard Porter, of Hinshaw and Culbertson, LLP, of Rockford, representing residents opposed to the wind farm but who live in the surrounding area, told the zoning board of appeals on Tuesday night that there is no guarantee that his client’s property value will be protected because there is no home owner protection plan in place.

“You’re supposed to be protecting your citizens,” Porter said.

Porter submitted a homeowner protection plan to the zoning board of appeals, but Navitas officials submitted their own plan yesterday which was found satisfactory by the planning board.
