This request put an end to the project, with architect Philip Mifsud arguing that the requested EIA was too expensive when the scale of the project - the installation of a small vertical-axis wind turbine - was considered.
When contacted, Mr Mifsud said that given Malta's high dependency on oil, the environmental damage it causes and its increasing prices, viable clean energy sources should be encouraged.
He wondered whether the increase in bird and bat mortality was an unacceptable side-effect of wind power, particularly when research shows that measures - such as the installation of speakers blasting ultrasonic waves to drive animals off - could minimise the problem.
