A potential threat to bats made installing a wind turbine in a farm too expensive for the developer, forcing him to withdraw a development application.

But the location meant that the development could pose a threat to native populations of bats and birds. The Environment and Planning Commission (the former DCC) thus asked the developer to provide a year's worth of monitoring data to assess any impact on migratory and resident bats and birds which frequent the area.

This request put an end to the project, with architect Philip Mifsud arguing that the requested EIA was too expensive when the scale of the project - the installation of a small vertical-axis wind turbine - was considered.

When contacted, Mr Mifsud said that given Malta's high dependency on oil, the environmental damage it causes and its increasing prices, viable clean energy sources should be encouraged.

He wondered whether the increase in bird and bat mortality was an unacceptable side-effect of wind power, particularly when research shows that measures - such as the installation of speakers blasting ultrasonic waves to drive animals off - could minimise the problem.
