It is typically more expensive than conventional energy sources, and it is not always available when you need it, said Emil G. Avram, director of generation business development for Dominion Resources Services Inc.

Nevertheless, wind power can play a role alongside conventional sources, Avram said.

Avram took part in a panel discussion on "ridgetop wind" today during at the Governor's Conference on Energy downtown.

Nikki Rovner of The Nature Conservancy, an environmental group, said wind power can be good but that windmills can pose problems in pristine mountain habitats.

Meanwhile, Attorney General Ken Cuccinelli said during a luncheon speech that the federal government is driving up the cost of doing business by imposing burdensome environmental protections.

"Virginia and America economically are taking it in the teeth," Cuccinelli said.
