According to public defender Edmar Albuquerque, the equipment is located about 200 meters from the local community. The lawyer revealed that the Ombudsman has already taken measures to ascertain the reasons for the problem.
"Requirements experts of the criminal police department are working with the company. We believe a report will be ready in 10 days. We will also look for a specific company in the industry [wind] to do a check on what caused the explosion," Albuquerque told the Journal of Energy.
He said the possibility exists that the State Public Defender's Office may file a lawsuit against SIIF Energies, responsible for development, or prepare a Statement of Conduct Adjustment (TAC). The lawyer said this is "most likely". In the document, the company should take some responsibility including compensating the community next to the park and preparing a contingency plan in case of further incidents.
The president of SIIF Energies, Marcelo Picchi, said in the report that "there was a problem in one machine." As the equipment was under warranty, Suzlon, the manufacturer of the 2.1MW turbine, is making arrangements for its repair and replacement. According to the executive, the supplier is also preparing a report to explain the incident, which should be ready "in the next two weeks." Picchi said that all the turbines underwent revision to avoid further problems.
"It's not a common incident that happened [the explosion], of course it is something that is not expected. But it is common within the warranty period to have an issue with any wind turbine, as we did with this one," Picchi said.
The President of SIIF ensured that no one was hurt nor was there any problem with the community. "The area was isolated at the same time and we sent our teams to talk with the residents."
The executive believes that it is still "very premature" to account for losses.
About the Terms of Adjustment of Conduct referred to by the Ombudsman, he said the company negotiates the agreement with the city and the Catholic Church, responsible for drafting the document. The Ombudsman, however, also stated that after receiving the report of local experts, he will mark a public hearing to discuss the incident. Among the guests will be IBAMA, the Municipal Secretary of Environment (Semace), along with representatives of the local communities and the town hall.
