Wind surveys continue on federal land in Lassen County

A number of meteorological towers, designed to collect wind and weather conditions, dot Lassen County and Northeastern California, but the United States Bureau of Land Management has not yet moved any proposed wind turbine projects forward. Jeff Fontana, a public information officer for the BLM, said a plan of development from Invenergy was returned to the developer after the federal agency requested modifications.

Fontana said once the BLM determines a plan of development is adequate, that determination launches an exhaustive environmental review process that includes "full public involvement and comment, a draft environmental document and a final environmental document all completed under the National Environmental Policy Act."

BLM provided a list of proposed meteorological tower sites located in Northeastern California and their current status. The temporary meteorological towers collect wind and weather data only and no decisions have been made regarding the construction of wind turbines at the sites.

The list, dated May 2009, includes three types of applications: one for a site testing and monitoring facility that allows the construction of a wind testing facility; one for a site testing and monitoring project area that provides an exclusive right for wind testing; and, a plan of development that, when approved, allows the construction, operation, maintenance and decommissioning of a wind farm.

Eagle Lake Field Office

Plumas-Sierra Rural Electric applied for a 20,061-acre STAMPA site in the Stateline Peak area. That permit expired in December 2008, and Plumas-Sierra indicated it will not reapply.

Horizon Wind Energy LLC applied for a 2,222-acre STAMPA site near Antelope Mountain. Two towers were authorized and both are operating. That application expires in December 2009.

Horizon Wind Energy LLC applied for a 5,497-acre STAMPA site near Beckwourth Pass. Two towers were authorized and both are operating. That application expires in December 2009.

Horizon Wind Energy LLC applied for a 2,560-acre STAMPA site near Observation Peak. Two towers were authorized, but none are operating. That application expires in December 2009.

Horizon Wind Energy LLC applied for a 3,838-acre STAMPA site near Snowstorm Mountain. Two towers were authorized and both are operating. That application expires in December 2009.

Invenergy applied for a 19,402-acre STAMPA site near Shaffer Mountain. Four towers were authorized and four were operating. That application expired in December 2008, but the company may seek new authorization.

Invenergy submitted a POD application for a 9,863-acre site near Shaffer Mountain.

SMUD applied for a 5,542-acre STAMPA site near Snowstorm West. Two towers were authorized and two towers are operating. That application expires in December 2010.

Invenergy applied for a 93,920-acre STAMPA site near Horse Lake. No towers were authorized and none are operating. That application expires in December 2010.

Invenergy submitted a POD application for a 27,022-acre site near Horse Lake.

Butler applied for a STAMPA site near Wendel. That application was denied on April 20.

Horizon Wind applied for a 2.5-acre STAMF site near Snowstorm Mountain. One tower was authorized and one tower is operating. No expiration date was given.

Invenergy applied for a 10-acre STAMF site near Horse Lake. Four towers were authorized and three are operating. That application expires in December 2010.

BP Wind Energy applied for a 5,937-acre STAMPA site near Spanish Springs. That application is pending.

Invenergy applied for a 30.46-acre STAMF site near Horse Lake. Eleven towers were authorized and none are operating. That application expires in December 2011.

Debenham Energy applied for a 550-acre STAMPA site with three meteorological towers near Diamond Mountain. That application is pending.

SMUD applied for a 5,542-acre plan of development near Snowstorm West.

Padoma applied for a 47,278-acre STAMPA site near Fredonyer Peak. No towers were authorized. According to the BLM, rejection of the application is pending due to a conflict with a previous application.

Padoma applied for a 4,922-acre STAMPA site near Lava Peak. No other information was provided.

Padoma applied for an 113,579-acre site that authorized the construction of 32 towers, and 17 towers are operating.

Surprise Valley Field Office

Invenergy applied for a 4,160-acre STAMPA site near the Cottonwood Mountains/South Warner Mountains. One tower was authorized and one is operating. Invenergy amended its application to include 10,820 acres. That application is pending.

Third Planet Wind Power applied for a 6,547-acre STAMPA site near Buck and Little Hat Mountains. That application is pending.

Home Camp applied for a 2,400-acre STAMPA site. That application is pending.

Padoma applied for a 25,795-acre STAMPA site in Lassen and Washoe counties. That application is pending.

Alturas Field Office
Invenergy applied for a 2,888-acre STAMPA site near Rocky Prairie/Likely Tableland. One tower was authorized and it is not operating.

Greenraven Wind LLC applied for a 17,000-acre STAMPA site near Juniper Ridge. That application is pending.

EC&R West LLC applied for a 27,995-acre STAMPA site near Madeline Peaks. That application is pending.

Third Planet Wind Power applied for a 13,383-acre STAMPA site near the Knobb and Likely Mountains. That application is pending.

Wind Power Partners LLC applied for a 3,358-acre STAMPA site near Big Tableland. That application is pending.

Padoma East applied for a 44,614-acre STAMPA site near Mitchell Hill. That application is pending.

Padoma West applied for a 31,866-acre site near Tule Mountain. That application is pending.
