The commission reviewed the Cape Wind project as a Development of Regional Impact in 2007 and decided there was not enough information to make a determination of approval.
The Office of Coastal Zone Management issued two certificates approving the project in January. The commission held a public hearing March 30 to take comments on its response to the state's findings.
Coastal Zone Management had asked for the commission's input to ensure that its approval did not face challenges based on whether it gave the regional planning and regulatory agency an opportunity to comment.
The approvals are already part of a court battle.
Cape Wind is waiting for a decision from the U.S. Minerals Management Service on whether it can have a lease to build 130 wind turbines in the sound.
