It's our turn now, Spearfish City Planner Jayna Watson said about when it comes to erecting wind generators within the city limits. Spearfish Planning and Zoning Commissioners met Wednesday to discuss the future of wind energy. This discussion comes on the heels of news that every school district in South Dakota received a letter from the Public Utilities Commission requesting administrators to consider constructing wind generators on their property. Watson explained that it is part of an initiative to have 20 percent of South Dakota's energy come from wind power by 2030.

With discussion in its preliminary stages, Watson said she just wanted to let the commission know that this issue is on the horizon and that her staff will be looking into drafting a set of requirements.

She said staff will consider use permit criteria for height, fall zones and consider technical data that supports their use in this area. Pole color and the amount of noise will also be considered.

"The county has been going through it and now it's our turn," she told commissioners. "With what has been going on up in Lawrence County, we see a need to start discussing what we as a city are going to do about this," Watson said.

For the last several months, the Lawrence County Commission has been meeting regularly and approving conditional use permits for several wind turbines. Examples include last week's recent approval for a wind turbine along Old Belle Road outside of Spearfish and one along Evans Lane. Prior to any of the requests, the commission was reportedly somewhat under prepared and needed to act quickly to draft appropriate ordinances to accommodate such a request.
