Green Mountain Power's plan to construct a wind farm along a ridge line in the town of Lowell will have little impact on Vermont's energy needs. Neither will it improve Vermont's climate or environment. Instead the wind farm will be a monument to crowd pleasing notions of energy independence and freeing Vermont from the slavery of fossil fuel dependence. With some of the cleanest air in the country and a nearly non-existent carbon footprint from Vermont Yankee, it's hard to understand just what role the wind farm will play.

The rush to America of foreign wind-turbine manufacturers shows that the Obama administration's plan for stimulating the creation of green-energy jobs is going in an odd direction. Two weeks ago, U.S. Renewable Energy Group, led by Dallas investor Cappy McGarr, announced plans to build a $1.5 billion wind energy farm in West Texas. About a third of the money would come from federal stimulus funds. ...There would be perhaps 330 jobs created in Texas. Most would be temporary construction jobs. Meanwhile, thousands of Chinese workers in the northeastern industrial city Shenyang would build the labor-intensive turbines.

By now I'm sure most of the residents of Natrona County have seen the newest addition to our skyline, the Chevron wind farm. I have noticed an increase in traffic in our area, I assume to see this mess close-up. I have spoken with many people and asked them if they would like to live next to this; I have yet to get a "yes." So why did our commissioners allow this to happen in violation of their own regulations?

Testimony from Ohio Power Siting Board staffer Stuart Siegfried on Wednesday in Columbus left no doubt that Champaign County is a lost little dog in the state's fledgling process to begin certifying industrial scale wind utilities in Ohio. Siegfried showed a disturbing lack of understanding of OPSB's own process with regard to determining whether to certify Buckeye Wind's application to site 70 wind turbines of up to 492 feet in height on Champaign County's east side.

The recent acknowledgment by the National Geographic Society that the Berkshires are one of the earth's 10 greatest tourist destinations (Berkshire Eagle Nov. 19) is a significant distinction. It highlights that our primary attraction is an intact natural landscape. ...Today the commonwealth's secretary of energy and environmental affairs has authored proposed legislation which has the potential of seeing over 700 wind turbines built on the Berkshire's commanding ridgelines.

For many of those who have organized the effort to gain maximum local control over wind energy projects in nearby state waters, the superficial argument is that Islanders should decide what affects them. In fact, the underlying motivation is the determination to block developments that will change what we see and hear when we look out from the shore. It is a not-in-our-backyard argument. And, that's exactly the right argument for Islanders to make. The calculations that must form the foundation for a decision on such things as wind energy developments on or near the shores of Dukes County are tricky and crucial.

Wind turbine placement needs overhaul

The Town of Newbury may soon be joining the growing ranks of communities that are building wind turbines, and hopefully it will take to heart the lessons that are quickly being learned by its neighbors. ...Newburyport has learned many lessons from the neighborhood nuisances caused by the Mark Richey turbine. City officials are redrawing the zoning laws to take care of those problems, but perhaps they should also take a look at the turbine's power output to see if it makes any sense at all to have another turbine in the industrial park.

Thousands of jobs scammed or created

President Obama has repeatedly stated that his stimulus package has "saved or created" hundreds of thousands of jobs. And hundreds of thousands of jobs have been created. In Unicornland. According to the Recovery.gov website - a website that the Obama administration has spent $18 million "stimulating" - millions have been spent and hundreds of jobs have been created in heretofore unknown areas of America ...The biggest problem, amazingly enough, isn't the Obama administration's incredible creation of districts from scratch. It's the Obama administration's use of stimulus funds to pay off its political allies.

Turbine dollars make little sense

Thanks to the foresight and enlightened public policy of the Yorkshire Town Board, the 30 megawatt (MW) project (approximately 15 turbines) proposed in Yorkshire has blown away. Nowhere in New York state have turbines been erected prior to the enactment of a local town law. Fortunately, the Yorkshire Board did an extensive cost-benefit analysis and correctly determined the negative impacts of industrial wind turbines in residential areas far exceed the limited economic benefits to the community.

With yesterday's counting of absentee ballots that pushed Urban Hirschey ahead of five-term incumbent Thomas Rienbeck, the three towns where commercial wind-development policy became something of a local referendum have sent a loud and clear message to wind farm developers and their rabid supporters: wind politics is local. ...Hammond resident Brooke Stark assessed the town election and why the incumbent board was rejected in the Nov. 4 story in the Times: "They really have done a lot," she said. "But I think they got complacent and were not interested in educating the community about something they'd already made up their minds about. They wanted the wind law to go forward and that was that. People got fed up with that, and every time we felt that our voices were being shut down, it provided more impetus to get active."

The Tazewell County Board of Supervisors insist they aren't dragging their feet when it comes to making a decision about wind turbines. But it's starting to look like they are doing just that. The board has been studying the issue of wind turbines and the proposed ridgeline protection - or tall structure - ordinance for well over a year. The first public hearing on the original tall structure ordinance was held back in November 2008 - on the night of a significant snow storm for that matter. Now, more than a year later, the board has once again opted to delay.

BOCES wind turbine doesn't save money

I see that the Jeff-Lewis Board of Cooperative Educational Services received $163,760 to build a wind turbine of its very own. I know Indian River is drooling to get a wind turbine of its very own too. Evidently this is the new must-have for schools around the north country, regardless of how local populations keep working to zone them out of their communities. It's OK though, these are small turbines. ...At that rate, it will take 26.6 years before the turbine has saved enough money to have paid for itself.

At a public hearing on the Galloo Island Wind Farm payment-in-lieu-of-taxes deal, no one from the town of Hounsfield raised a voice in support of or in opposition to a plan that will bring $2.14 million annually to the county, town, Sackets Harbor Central School and Jefferson County Industrial Development Agency. You have to wonder why. ...Add it all up, and you can see just how much this "private sector" developer will rely on federal, state and local taxpayers to permit him to make profits. Especially galling is the extent to which local officials, especially the IDA, are doling out hard-won tax dollars to bring, at best, a handful of jobs to the region, and a short-lived flurry of construction money.

One would not think it difficult to reconcile support of renewable energy with the love of the environment, yet this summer we found ourselves in exactly this situation. After years of living with conservation as a mantra, we could never imagine being opposed to a "green" energy project, but ironically that's what has happened. ...After months of research, we've learned that wind power is just not the "green" energy source we've all been told it is. If applied on a small residential scale, it can be very effective; however on an industrial level, there are enormous problems.

Environmental activists like to tell us that the "green" movement is a benign, good-willed group of humanitarians who want humanity to be able to live in peace and harmony with our planet, while oil and coal companies are just a bunch of greedy white men in business suits who want to get rich and wreck the planet. Really? There's no greed in the environmentalist movement? ...Think again. Think again for a long time.

In his letter to the editor on Nov. 6, Jeff Wennberg painted a ridiculously benign picture of the impact on the mountains of Ira if construction of about 40 wind turbines takes place there. For instance, Jeff states, "Anyone who has seen a completed wind farm on forested land knows that these projects follow the contours of the terrain." He cites the Lempster wind turbine site as an example. ...The blasting and construction of wide service roads and tower base areas there have changed the contours of the land so drastically that, when I now stand in the area of this project, I have a hard time imagining what the terrain looked like before.

Jefferson County homeowners, dairy farmers and small businesses will pay the price in higher taxes to subsidize tax breaks for developers of the Galloo Island Wind Farm under the terms of a tax agreement worked out with the Jefferson County Industrial Development Agency. ...It's a lousy deal for taxpayers, and it gets worse. PILOTs and other preferential treatment for developers are meant to foster job growth, but the wind farm will generate a handful of permanent jobs beyond the short-term construction work.

This is in regard to the 'Green Energy Bandwagon' and the media's comments that go something like, "It's not as if wind power is controversial." Wrong, wrong, wrong. More than 4,000 (some say as high as 7,000) of these massive, noisy, 250-foot high industrial behemoths are being erected in the backyards of people living in developed communities throughout south central Ontario, for no practical reason whatsoever. A cost-recovery-benefit calculation of Dalton's Green Energy brain cramp shows his part-time industrial wind power plan is only beneficial to, and lucrative for wind turbine promoters and builders.

Tazewell County residents are polarized on the windmill issue. Some are in favor of the wind turbines while some are adamantly opposed. Bluefield, Va., Mayor Don Harris reported that a large number of local residents have made it clear that they will be attending the scheduled Dec. 1 hearing to either protest or support the issue. The majority of the local residents appear to be opposed to the erection of wind turbines along East River Mountain, especially those who live within sight of the mountain.

At a public hearing on the Galloo Island Wind Farm payment in lieu of taxes deal, no one from the town of Hounsfield raised a voice in support of or in opposition to a plan that will bring $2.14 million annually to the county, town, Sackets Harbor Central School and Jefferson County IDA. You have to wonder why. The deal, after all, will give the wind farm an 85 percent break on taxes that would be due without the PILOT. On an assessment of $400 million (the project will cost at least $500 million to build), from a total property tax bill of $14.52 million, the school district alone would receive $8.9 million dollars a year.
