We congratulate all involved — county commissioners and the county Planning Department — for the county’s tall structure ordinance, which commissioners unanimously approved Monday night.
As Lori Wynn says today in a front-page story, it took nine months of public hearings, multiple drafts and countless e-mails, but Carteret County finally has an ordinance regulating wind turbines and communication towers. ...While Progress Energy would have bought the power, that would not have mitigated any electricity to customers because wind is unpredictable and energy generated from industrial wind power can’t be stored so conventional energy sources would still be necessary.

If they are going to "talk the talk," it is time to "walk the walk." The foreign windmill promoters that are covering Montana like a swarm of locusts will be more than happy to sign you up for a giant industrial wind plant (subsidized by taxpayers) that you expect the rest of us to live with.
As chairman of Responsible Citizens for Responsible Energy (RCRE), our stand has never been to ban wind turbines from Carteret County. As our name implies, our main goal is to obtain responsible siting in the pending ordinance. It is our elected and appointed officials responsibility to protect the health, safety and welfare of the residents of Carteret County by adopting an ordinance which mandates a safe and responsible setback of wind turbines from neighboring homes and properties.

I would simply like simple answers to simple questions, i.e., what happens when the wind doesn't blow?; what happens when the wind blows too hard?; how many dirty power plants will be decommissioned as a result of embracing wind power?; how many projected new plants now on the books will be scrapped?; will the air over the Smoky Mountains become cleaner and clearer as a result of wind turbines?; will ozone alerts become fewer and farther between?; where are we going to put 300,000 wind turbines to meet the proposed goal of generating 20 percent of the nation's electricity by 2025?
In my humble opinion when any organization actively pursuing wind power options, promoting legislation that would support those options and taking it upon themselves to define responsible siting criteria publishes a "model" ordinance, it's going to be an ordinance promoting the interest of wind production and wind producers.
And what could have prompted the need for wind proponents to create their own model ordinance? Well, according to Brent Summerville, wind program manager at ASU's Energy Center, "Some wind ordinances have passed that are not favorable to utility scale wind development.

Coal mines always have been big business. Wind farms are getting to be.
And when heavy-hitting companies such as North American Coal Corp., Minnesota Power and Florida Power and Light are eyeing an area of real estate, you bet it's consequential.
The real estate isn't paltry; it's a lot of acreage in Oliver and Morton counties.
Minnesota Power and FPL want to build separate wind farms. But the coal company says, "Wait a minute, we may want to mine where you guys are talking about putting up wind turbines. That won't work."
Those who want America to turn to alternative energy might ponder that "Everyone from the U.S. Energy Information Agency to the U.N." agrees," says the Journal, "that fossil fuels will still account for as much as 80% of the world energy needs through 2030, even with efficient gains and major growth in alternatives." ...Writing in The Weekly Standard on alternative energy, William Tucker says "those 30-story windmills " like the three proposed for Bettie" "produce 1½ megawatts apiece" about 1/750th the power of a conventional generating station. Getting 1,000 megawatts would require a wind farm of 75 miles square." He adds wind, hydro and all the "alternate" sources of energy are dubbed "green" because they are supposedly clean, renewable and sustainable, but in fact what being "green" really mean is they all require vast amounts of land.
Small Montana wind energy producers are challenging NWE's proposal to charge them more for "integrating" their product into the portfolio. The wind producers contend that the costs NWE wants them to pay are more than what "integrating" their electricity actually costs. Further, the wind energy producers say NWE's proposed pricing could put them out of business. NWE has said that its customers will have to pay these costs if the wind energy producers don't.
In its portfolio proposals, NWE assumes a carbon tax will be implemented in the future, making coal a less appealing source than in the past. The proposed portfolio also assumes the customer will increase energy conservation.
Too often the energy companies have allowed claims about renewable energy to go unchallenged. Experience shows that once the public learns about the effects, those expectations fall back to Earth. Just look at wind power in North Carolina, if you can. Wind farms haven't gotten off the ground here because, thus far, North Carolinians have objected to looking at a wind turbine larger than a hamster wheel. On Monday, Carteret County decreed a nine-month moratorium on wind turbines, after residents complained about potential noise, vibration, harm to wildlife, visual blight and a host of other concerns. Who knew wind turbines were as dangerous as a Navy outlying landing field?
Insurance issues are an area of major concern. In 2007 our state insurance commissioners granted a 25% increase in rates in coastal areas covering "wind and hail coverage." This coverage is no longer included as a part of our homeowner's insurance coverage or premium. This clearly states coastal North Carolina is a "hazardous wind area" that has evidently cost insurance companies more money for repairs and clean up than they liked at prior rates, thereby reducing profits. If "wind" is a problem for insurance companies, like a nor'easter, what will it be with "unregulated" industrial wind turbine farms? This would be an accident waiting to happen and we're the ones that will "again pay the ultimate price."

These towers will forever change the scenic value of the Musselshell River Valley. They will have a devastating effect on land values, adversely affect wildlife, create high noise levels and block the beauty of the night sky with red strobe lights.
Wind power is being "sold" as green power. It is not green power. The United States Department of Energy study completed in 2007 indicates wind farms operate at 21 percent of capacity. That simply means other sources of conventional power, such as coal-fired, nuclear or natural gas, must back up the power generated by these turbines. ...Will we change from the Big Sky Country to The Big Tower Country just so a foreign utility and a couple landowners can line their pockets?
A year ago, the fight over wind power in North Carolina was centered on the high-country ridges of Ashe County. A rematch this year looks to be taking place on the opposite end of the state, in coastal Carteret County.
The mountains-and-coast connection is no accident. Those two regions, 300 or more miles apart, harbor the state's highest wind energy potential -- and some of the best scenery. One of the chief arguments of wind power critics is that the three-bladed electricity-generating turbines so disrupt the view that they drive away tourists and lower property values.

[P]urchasers of green energy will find that wind energy produced in Pennsylvania is much more expensive than wind produced in, say, Montana.
This mainly has to do with the location of wind resources. Montana has more areas with a higher sustained four wind than Pennsylvania. Also, since Montana is less densely populated, there are fewer troubles in siting the windfarms.
The drawback, obviously, is that Montana is very far away, and electricity grids lose power over long distances. However, some researchers in Europe claim to have found a solution: DC current.
The message gets repetitious: There needs to be more electrical power transmission capacity in and from North Dakota ... more transmission capacity ... more ...
So, isn't the answer as simple as stringing a bunch of lines?
The fact is, no. The power has to have somewhere to go and must travel by an extraordinarily complex network of technology. For our area it's managed by a strange entity called the Midwest Independent Transmission System Operator. ...The snag is the process of hooking in a new power source. ...Midwest's queue has 224 wind projects, a 64 percent increase in one year. Not all will make it through the process; actually only 32 percent will end up connecting and producing. About 40 percent of requests drop out before even commencing the required FERC study. And 10 percent of those in the queue don't help matters at all, because they're just sitting on approvals ...
The Energy Policy Act of 2005 was an attempt to pave the way - almost literally - for energy companies to take advantage of pre-approved corridors that cut through public lands in Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington and Wyoming. The problem is that much of the land that would be pre-approved is in sensitive wildlife habitat and cherished wildlands. Routes were chosen more with an eye to economic efficiencies than environmental impacts, and the result is a plan that is blatantly skewed to favor the interests of the energy companies over the interests of the general public. ...The Energy Department recently released a draft of its Programmatic Environmental Impact Statement and will be accepting public comment on the statement until mid-February. It plans to hold a public meeting in Helena on Jan. 29, but you can provide your comments now by going to its Web site at corridoreis.anl.gov.
We hope Montanans from all over the state will take the opportunity to firmly oppose the plan as it's currently proposed, because it will take all of Montana to sink this awful idea.
Environmental groups are not concerned with energy costs to low-, fixed- or middle-income citizens. Their only mission is to ban coal use. They don't care if the new coal steam plants are very clean. They don't care that by capturing half of the carbon dioxide, a coal plant is comparable to a gas plant.
Environmental groups are insisting that electric generating plants be natural gas or a wind/natural gas combination. By the way, wind coupled with natural gas is more expensive than straight natural gas generation and always will be.

As we look to increase the use of wind power, some discussion about the suitability of specific sites for wind development makes sense. Just as there are a lot of opportunities in the state for wind energy development, there are also some places that are better left as they are today.
That's the crux of the concern that The Wilderness Society and other conservation and sportsmen organizations expressed concerning a proposed wind project in Valley County. A Texas-based company, Wind Hunter, proposed developing a 20,000-acre project on Bureau of Land Management, state and private land that included 334 turbines and a new 34-mile transmission line.
The project was proposed for development immediately adjacent to one of the most remote, wild, and picturesque places left on America's northern prairie, the Bitter Creek Wilderness Study Area/Area of Critical Environmental Concern.
We're all for energy conservation and alternative energy sources being brought online as part of an overall U.S. energy strategy that also includes developing traditional energy sources, regardless of opposition from the enviro-regulation litigation industry.
But reality has to fit in that strategy somewhere, not just feel-good rhetoric.
RALEIGH - It's hard to run a business when nobody wants to buy what you're selling. Some businesses have found a way around this obstacle: Get the government on your side.
This is the reality in the renewable energy industry, where excessively high prices keep the industry from being competitive. North Carolina has a voluntary program, called NC GreenPower, which allows the public to voluntarily support renewable energy. The participation rate has been dismal. Renewable energy sold through the program accounts for only about .01 percent of all electricity sold in the state.
The state Senate passed Senate Bill 3 since North Carolinians won't voluntarily support renewable energy. Apparently, the state Senate thinks people must be forced to support renewable energy against their will.
RALEIGH - Are you willing to pay higher electricity rates to support renewable energy? If so, you're one of only about 10,000 people in North Carolina who is.
That's because the well-publicized N.C. Green Power program has given state residents an ample opportunity to buy power derived from sources such as solar, wind and hog waste. Yet only 10,000 have signed up, or about .01 percent of the population. As a referendum on renewable energy, N.C. Green Power is a pretty clear indication North Carolinians aren't interested.
Yet legislators are gearing up to force people to buy energy from renewable sources ($10 per month worth, phased in to as much as $30 per month later). So in what has become business-as-usual, the General Assembly is set to introduce yet another hidden tax that, if passed, will mandate that 8-plus million of us buy what we have elected not to buy -- expensive energy with negligible environmental benefits.
