Mortenson faces nearly $2 million more in damages due to project delays on the 37-turbine Hardscrabble Wind Project in Herkimer County, N.Y., due to the defective work and property damage caused by Saunders, the suit alleges.
"Before we consider their application, St. Lawrence Wind will need to submit a map showing who they have contracts with and who have good-neighbor agreements," he said. "I want it clear who is in the project and who isn't in the project."

The project held a public hearing before an administrative law judge in Plattsburgh in November. That judge is expected to make a recommendation to the Public Service Commission later this year.
