The resolution approved Wednesday will remove that end date, insert language showing that the developer is not able to make any representations on when the project will be completed and give the company the option of seeking a mortgage tax exemption.

The majority of speakers were in favor of the moratorium, and many spoke eloquently and passionately about the need for local land use regulations that would adequately protect local residents from energy companies looking to site wind farms in the Town. Thirty people spoke in favor of the moratorium, and three spoke against the moratorium.
Construction on more than a dozen wind turbines has not started in Cattaraugus County due to a lack of federal dollars and a lawsuit by residents. The town of Allegany is giving the company some time to sort out the problems.

The potential impact of a proposed wind energy farm on the Ball Hill area in the Town of Hanover was discussed at a special meeting of the Hanover Town Board on Wednesday.
Robert Charlebois, managing director of Duke Energy, said the project will include 44 wind turbines on several hundred acres of land. More than 90 percent of the easements for the project are already in place with land owners, he said.

The ongoing study is being funded by a U.S. Department of Agriculture grant. Part of the funding is being used to identify shovel-ready sites that might be ideal for a small wind farm. A 5.4-megawatt farm could generate $1.4 million in revenues, according to SASD's presentation. The study envisions such a system owned by local groups or by municipalities.

The Tompkins County Legislature opted out of state incentives for increases in property value due to installations of renewable energy systems.
