The American Clean Energy and Security Act of 2009 -- also known as the "cap and trade" bill -- will harm manufacturing jobs and farming by dramatically increasing energy costs, said Gibson, the Republican candidate for the 20th Congressional District seat.
The House, with the vote of incumbent Rep. Scott Murphy, passed the bill with a 219-212 vote a year ago. The Senate hasn't voted on the bill.

Suddenly, the Great Lakes are awash in plans for offshore wind farms.
The New York Power Authority wants developers to place electricity-generating turbines a few miles off the shores of Lake Ontario and Lake Erie. In five years, officials say, the waters off Rochester or Wayne County could be home to dozens of turbines.
Two similar projects are proposed on the Canadian side of the lake, a sprawling 500-turbine project in western Lake Erie has been announced, and twin wind farms are being promoted in Lake Michigan.

Studies of a potential community wind power project are starting, thanks to a grant from the U.S. Department of Agriculture.
The project won a $99,000 grant through the Rural Business Enterprise Grant program. The money is supporting a feasibility study on the capacity of the local grid, possible sites for wind turbines, analysis of the wind resource and data collection on noise and environmental issues.

Bill Evans wants to make it clear he's not against wind turbines.
"I'm not anti-wind. I'm a consultant who people call from both sides when there's a concern about the impact on migrating birds," he said.
Evans, 50, is an Ithaca-based ornithologist who has studied bird migration in North America for more than 25 years. He helped start the Cornell Laboratory of Ornithology's research into avian night flight calls in the mid-1990s and in 1998 founded the non-profit group Old Bird Inc.

New York Regional Interconnect Inc. is seeking help from the Federal Energy Regulatory Commission to revive plans for a large electrical transmission line from Marcy in Oneida County to New Windsor in Orange County.
In two years of meetings and hearings, the proposed line was condemned by most local residents, officials and activists, who deemed it unnecessary, too expensive, and a threat to health and property values.
