It was explained that a work session was held and information from the wind hearing was compiled. The board wasn't to have a work session with their attorney, Robert Knorr to go over contract terms with him and Supervisor Spalti said it would be a closed session. Leslie J. Lange, reporter from the Arcade Herald noted that the windmill law does not fall into the category for a closed session according to the Open Meeting Law. Supervisor Spalti left the meeting to obtain a book from which to refer.
Councilwoman Cornwall said that the discussion was related to ‘litigation'. Deeming it litigation, she felt that meeting with their attorney is a confidential meeting.
The Orleans Wind Committee had early consensus on setbacks that would be the farthest in the county, if adopted.
Though the committee will continue to review the plans presented Tuesday night, members agreed on setbacks of 3,000 feet, or six times the turbine height, from nonparticipating residents' property lines, participating residents' dwellings, state or federal-regulated wetlands and forests, public buildings, historic areas and livestock barns.

Town officials would like to regulate wind energy and adult entertainment, asking for the public's opinions regarding both issues. ...Supervisor Sally Carlson said about seven people from the Jamestown Audubon Society raised concerns during Tuesday's wind energy hearing about the possibility of commercial windmills within two miles of Chautauqua Lake affecting migratory birds.

The Bath town board will begin a review of possible land use regulations that would govern the future location of wind turbines in the town.
Councilwoman Robin Lattimer Monday told boardmembers improved wind energy technology may make the municipality a candidate for wind farm developments.
Orleans Wind Committee members said they supported Chairman Stephen Bingeman's April 7 Letter to the Editor. In the letter, he asked residents of Clayton to stop writing to Orleans officials to encourage adopting specific requirements in a zoning law for wind power development.
Mr. Bingeman's letter said 15 such letters had been received by Orleans officials.
Town residents will have until June 1 to review and raise questions about the supplemental draft environmental impact statement Horizon Wind Energy filed with the town board on its Arkwright Summit Wind project.
This supplement comes in addition to the draft environmental impact statement Horizon filed with the town board last August that drew a roomful of residents at a public hearing.

The Lyme Town Council on Wednesday once again extended a moratorium on wind power development.
Richard J. Freshour was one of four members of the public who asked for an extension.
"You might want to wait until a decision is made on the court case that is pending," he said. "That may give you guidance. Every other week, it seems there is new information unfolding on health and safety and wind turbines."

Attention over the sound made by wind turbines recently erected in Cohocton has alerted those in nearby towns considering wind projects to the potential effects of noise.
But questions remain about what action - if any - towns affected by the turbines should take to protect their citizens. One wind farm has been completed in Cohocton while projects are being considered in the towns of Prattsburgh, Hartsville and Howard.

The Holland Town Board recently approved an ordinance to define zoning laws regarding wind farms, but the underlying message has stayed the same: there are no proposals to bring wind turbines to the Town of Holland. ..."No projects have been proposed by anyone for the Town of Holland," Kasprzyk has said in the past. "We just want to be on the forefront if and when it ever becomes a topic for the town."
The Prattsburgh town board agreed 3-2 Tuesday night to delay a decision on a moratorium on wind farm construction, giving developer EcoGen until April 3 to answer questions.
The board’s vote came after a lengthy written statement and motion read by town Councilman Stacey Bottoni, outlining concerns and reasons to delay the temporary ban.
With only one item on the agenda, the town Zoning Board of Appeals opened and closed their meeting in fewer than 10 minutes Wednesday night.
The Beekmantown Town Council decided last week to disallow Windhorse Power LLC's conditional-use permit.

The Town of Hunter is putting the finishing touches on a proposal to regulate wind turbines in the town.
A draft law has been under development during a moratorium, now in its second six-month stint, that officially put potential turbine projects in the town on hold.
The final draft report on the environmental impact statement for Horizon Energy's Arkwright Summit Wind Farm will be presented to the Arkwright Town Board on March 23. ...Horizon project manager Tom Stebbins said the report is being reviewed by attorney Daniel Spitzer and Conestoga-Rovers engineer Robert Adams, both of whom represent Arkwright's interests.

Windhorse Power LLC proposed a 13-turbine wind-power facility in the Town of Beekmantown three years ago, and the Town Council shot it down at their regular meeting Monday night.
Windhorse's project was approved Feb. 1, 2007, by the Beekmantown Zoning Board of Appeals.
The town's wind committee spent about eight hours over Thursday and Friday bartering and hashing out recommendations for wind turbine setbacks and noise requirements.
By late Friday night, the group reached consensus and agreed to present its findings to the Town Council.
One week after a nearly 400-foot wind tower collapsed across an access road at a wind park in Altona, the greatest amount of discussion centered on the distance turbines should be placed from roads and non-participating residents.
Prattsburgh Town Code Enforcement Officer Les Babcock sent a revised response Tuesday to EcoGen's application for building permits stating "There are no town laws or ordinances which prevent EcoGen from proceeding with construction."
Babcock sent the letter a week after board members declined to take any action on EcoGen's request for building permits. The developer plans to put up 34 turbines in the Prattsburgh-Italy area.
