Doreen Reilly files zoning-violation complaint against Kingston Wind Independence

Reilly, who lives less than a quarter mile from the KWI Turbine on Leland Road, has been one of a plethora of residents claiming ill-health effects stemming from shadow flicker and infrasound generated by the KWI Turbine.
Yesterday, Reilly filed a zoning complaint against the KWI Turbine with Kingston Zoning Enforcement Officer Paul Armstrong.
Wind farm opponents are calling for a moratorium on further developments after a number of setbacks for the industry.
The Federal Magistrates Court ruled earlier this month that wind farms decreased the value of adjacent properties – something that opponents had long argued about with the South Australian Government.

Citing possible noise or falling debris, town officials are proposing an ordinance that would mandate a buffer zone around any future wind power projects. ...Wind turbines 200 to 300 feet tall would need a 5,000-foot buffer; turbines 100 to 199 feet tall, a 2,000-foot buffer; and turbines less than 100 feet tall, a 1,000-foot buffer.

The governor and State Sen. Brad Ashford of Omaha on Monday urged state lawmakers to hold off on passing new tax exemptions while they work on overhauling the whole tax system.
If the Legislature's Revenue Committee heeds their calls, two bills that would add wind farms to the state's business tax incentive programs would be sunk.

Charles Stacy, eastern district representative on the board of supervisors said that the Virginia Association of Counties has expressed concerns about SB 1341, the renewable energy facilities; exemption from land use regulations," bill that was introduced in the General Assembly by State Senator Richard L. Saslaw, D-Springfield. "VACo is adamantly opposed to this bill for reasons other than windmills."
Around 200 people from around the county crowded into the Commissioners Meeting Room of the County Building as the Commission considered the proposed amendment to the county zoning ordinance regarding "wind farms". ...The proposed change would increase that distance to half a mile. It would also make the set back for a tower 3 miles from any lake - natural or man made - or river in the county.

A regulation being considered by Bourne, Falmouth, Scituate and Kingston would lower that level to six decibels for wind turbines. A draft regulation being considered by three of those towns would also include regulations to account for the "whooshing" nature of turbine sound, as well as regulations for infrasound, or sound that is inaudible to humans.

After reviewing the Planning Board's latest draft of a bylaw that would halve the size and quadruple the setbacks for future turbine projects, Espindola is advocating that the town first deal with complaints it has received regarding the existing turbines.
Nebraska's lack of state tax incentives for wind projects forces project developers to charge more for power, which allows projects in other states to dominate the market for exported power, said David Rich, of Nebraska Public Power District, which has been buying wind energy to meet its goals for providing power from renewable resources.
