A portion of the wind energy generated from newly installed wind turbines located in PEI was wheeled through PEI and New Brunswick and sold to the New England Power Pool (NEPOOL) via the international interconnection node in Keswick, N.B. The renewable energy certificates (RECs) that were generated from this transmission were sold separately to independent buyers located in the NEPOOL.

Pekin one-ups Lincoln on wind farm; Tazewell Co. seat gets $250,000 fee for zone expansion
April 23, 2008 in The Lincoln Courier
April 23, 2008 in The Lincoln Courier
The city of Lincoln stands to gain $150,000 in revenue from the Rail Splitter Wind Farm, which is proposed for construction on land miles away from the city limits.
But, at a $5,000 annual payment by the wind farm, it will take 30 years to earn that much revenue. At the moment, the city only has a guarantee to receive the annual payments through 2017, when the Lincoln-Logan County Enterprise Zone is due to expire. ...Bottom line, the amount of money Lincoln City Hall will receive pales in comparison to the $250,000 payment the wind farm will make to the city of Pekin.

Pelosi quiets rebellious Democrats with changes in House energy bill
July 30, 2007 by Associated Press in International Herald Tribune
July 30, 2007 by Associated Press in International Herald Tribune
WASHINGTON: House Speaker Nancy Pelosi solidified Democratic support behind her energy initiatives and quieted rebellious party members who feared U.S. energy production would be hurt.
Democratic leaders reached agreement on legislation that would impose nearly $16 billion (€11.71 billion) in additional taxes on oil companies over 10 years and use the money to promote renewable energy programs and energy conservation and efficiency.
To garner broader Democratic support, Pelosi scrapped proposed changes in the way royalties are collected from offshore federal oil and gas leases. Also dropped was a provision that would have made it harder for the federal government to designate nationally significant corridors for pipelines and electric power lines.
Pelosi, bowing to Democratic lawmakers in oil-producing regions, agreed to some changes in the way permits are issued for energy leases on federal land.
A new wind farm project promoted by telecoms giant BT has been scaled back, the Lancashire Telegraph can reveal.
But the phone magnate is still confident that the proposed turbines, reduced from four to three for a site at Moor Isles Farm, will be of significant environmental benefit.
Once again, the Allegheny Highlands is gearing up to debate the merits of commercial wind energy - this time for a project on Shenandoah Mountain.
Solaya Energy LLC has been monitoring wind resources along a five-mile stretch of the ridgeline there to determine whether it‟s a good site for roughly 23-25 industrial wind towers. At this point, the company believes the location has strong potential.

The keepers of the regional power supply may vote next month on Penelec proposals to link area wind farms into the electric transmission grid.
About $13 million in projects are planned, mostly in Blair, Cambria and Somerset counties, as wind farms associated with Gamesa Energy USA sprout up.
A committee of PJM Interconnection received an update last week on the utility's projects in Blair, Cambria and Somerset counties.

Penn Forest wind turbine ordinance gets early OK
August 7, 2007 by Ashley Kosciolek in The Morning Call
August 7, 2007 by Ashley Kosciolek in The Morning Call
Penn Forest Township supervisors voted Monday to send an ordinance that would allow a township resident to install wind turbines to the county and township planning commissions for review.
Paul Montemuro, who owns a beverage store in Albrightsville, wants to construct a 28-foot turbine on his property to cut down on heating and cooling costs, which he said total nearly $700 per month.
The turbine, which would have blades 7 feet long, must be set back at least 110 percent of its height from any existing structures. A 100-foot-tall turbine would have to be placed at least 110 feet away from homes and other nearby buildings.
''I think we should look into this a little bit more, don't you?'' asked Supervisor Judith Knappenberger, who questioned the turbine's size before voting ''yes'' to pass the ordinance along.
The co-owner and chief executive officer for Penn Wind LLC said he didn't attend Tuesday's commissioners' meeting because Commissioner Chairman Frank Sawicki informed one of his associates just prior to the session that the wind farm issue wasn't on the meeting agenda and probably wouldn't be discussed.

August 17, 2007 by Susan Nelson in SNL Financial
The Pennsylvania Department of Conservation and Natural Resources has decided that only 2% of 2 million acres of state forestlands might be possible sites for commercial wind farms.
After looking at the state lands in the context of the department's mission to protect habitat and endangered species, and other issues, including whether there was enough wind, the department decided only 2% of the land could possibly be used for commercial wind farms, department spokeswoman Christina Novak said Aug. 14.
Pennsylvania shutdown ends as Rendell, Legislature reach accord

July 10, 2007 by Terrence Dopp in Bloomberg
Pennsylvania Governor Edward Rendell and the Republican-controlled Senate reached an agreement last night on a $27.3 billion state budget, ending a partial state shutdown that idled 25,000 government employees.
Speaking after 11 p.m. local time, the second-term Democrat said he and Republicans agreed on a deal that left intact the budget outline he presented in February. Rendell spokesman Chuck Ardo said Rendell agreed to forgo a planned annual surcharge on energy bills to fund clean energy programs that became the main sticking point and said he would seek another source of money for the project.

The proponent of a 34-turbine wind farm on county-owned Theta land near Crystal Lake in Bear Creek Township filed a lawsuit against a resident for not signing over an easement to build a road quickly enough.
Pennsylvania Windpower Inc., a subsidiary of Energy Unlimited Inc., filed suit against David Fedak in Luzerne County Court on Tuesday. The company paid Fedak as well as Joseph and Sally Horny $12,000 for an easement on his property to provide access to the proposed project, according to court documents.

The Penobscot County commissioners voted 2-0 to approve a community benefits agreement with Passadumkeag Windpark ...But reserved its right to reject the 30-year Tax Increment Financing deal that accompanies the agreement until the Maine Department of Environmental Protection decides whether to approve the project. The DEP's review is continuing.
While the Southeast's climate is not conducive to large wind generating farms, other states, like North Dakota, Kansas, Texas and South Dakota, have enormous potential for wind generation.
For example, it's estimated that North Dakota's wind resources alone potentially could produce 1.2 trillion megawatts of electricity annually, which is about a third of the current total U.S. output.
Although Florida and other Deep South states are not major players in wind generation, the region stands to directly benefit -- as Pensacola has -- from the jobs created as demand for wind generating equipment and devices expands.
Divisions over a proposed wind farm continue to run deep in Penshurst as developers step up their efforts to gain local support. ...Keith Staff, who retired to Penshurst from Melbourne with his wife Maureen in 2008, is president of the newly formed Southern Grampians Landscape Guardians (SGLG). ..."The major concern about this proposal is that it's simply too big," he said.
