Wyoming officials have started a campaign to sell Wyoming wind to California and are preparing a similar sales pitch to Colorado. Both states want electric utilities to provide a percentage of their power from renewable sources, such as wind.

Duke-American Transmission Company acquired the 3,000-megawatt-capacity Zephyr Power Transmission Project, committing to use at least 2,100 MW of the transmission line's capacity to provide wind power to California and the southwestern United States from the wind-rich areas of eastern Wyoming.

TransCanada has signed agreements with three wind energy developers to supply power to the company's proposed $3 billion electrical transmission line that would run from Wyoming to the Southwest. ...TransCanada and other Wyoming wind interests have been concerned about recent actions by the California Public Utilities Commission that they believe could limit renewable energy produced outside of that state.

The California Public Utilities Commission recently adopted a measure that may have a negative effect on Wyoming's wind energy market. In March, the commission issued an order limiting the volume of tradable renewable energy credits that public utilities there can buy to meet California's renewable portfolio standard.

Last week, the Bureau of Land Management authorized the establishment of special offices in Wyoming and other Western states to expedite that renewable energy development on federal public lands. BLM officials said Secretary of the Interior Dirk Kempthorne issued a Secretarial Order on Friday that will allow the agency to establish coordination offices in Wyoming, Arizona, California and Nevada.

The Anschutz Corporation, through an affiliate Transwest Express LLC, has acquired the rights to develop a proposed $3 billion, 900-mile, 3,000 megawatt high-voltage transmission line to bring electricity from wind farms in southern Wyoming to growing markets of southern California, Las Vegas and Phoenix. ...Another Anschutz affiliate, Power Company of Wyoming, LCC, already has started work developing a 2,000 megawatt wind farm project in Carbon County Wyoming.

GILLETTE -- Wyoming officials watched with interest as California Gov. Arnold Schwarzenegger on Wednesday signed into law a sweeping global warming initiative that imposes the nation's first cap on greenhouse gas emissions. When the idea for such a bill was recommended about a year ago, Wyoming energy officials reacted strongly against it -- and even sent a letter to Schwarzenegger's office suggesting it may violate interstate commerce laws. Called for reaction on Wednesday, Gov. Dave Freudenthal's energy adviser, Rob Hurless, said he wasn't prepared to discuss interstate commerce concerns, but said the California law definitely is not a threat to Wyoming's ambitions to export more electricity.

At the halfway point between the West Coast energy crisis of 2001 and the next major electricity contract renewal year of 2011, a federal power marketing agency is proposing a policy change that could affect rates in the Pacific Northwest for generations and become a national model for energy development. Northwest hydropower is one of the cheapest energy resources in the nation - about half the current market rate for electricity. The Bonneville Power Administration - which sells power in all of Washington, Oregon and Idaho and parts of California, Nevada, Utah, Wyoming and Montana - announced this summer it wants to change the way it charges utilities for its wholesale power, to keep rates low.
