The decision was made Thursday as German-based wind turbine manufacturer Nordex works to build an estimated $400 million wind farm project proposed for southeast Sandusky County and northeast Seneca County.
The designation also would apply to alternative-energy projects such as solar, biomass and clean coal facilities.

The wind industry "simply cannot continue to rely on the American taxpayer," said Rep. Mike Pompeo (R., Kan.), who has a bill that would cut many energy-related credits from the tax code. "Each time it comes up to a year of expiration, they say, 'If we just get a few more years our technology will mature and we will become more competitive.' It's time for them to figure out how to do that."

The main sticking point for the payroll-tax extension passed at the end of 2011 was how to offset its cost. "If you can't agree on the pay-fors on the most important, must-pass kind of things, how do you come up with pay-fors for everything else?"
The Legislature's Joint Revenue Interim Committee in October shot down Mead's proposal to continue the tax exemption for wind energy projects while imposing a 2 percent impact fee on wind projects to support county governments.
Despite that setback, Mead said he's not giving up on addressing the wind taxation issue.

District Superintendent Christina Gutierrez said the school board has opposed tax incentives because economic losses from military cutbacks or closures could outweigh gains from the wind farm. The Kingsville base employed 597 military and 1,224 civilian personnel in 2010.
Uncertainty about whether the tax credit will be extended or replaced with something else has led to a rushed 2011 and 2012 wind farm building cycle, while new development plans for 2013 have plummeted, MAKE said.
