Some wind experts think the credit extension will ultimately pass Congress, albeit after the November election ...others do not, and the industry is left to bemoan the difficulty of long-term planning. A one-year extension could mean the wrangling resumes next year. Hornaday said that Texas could benefit more than other states from a one-year extension because there are fewer rules here, making wind farms easier to build.

Prior to this year, many wondered how renewable energy projects, such as the solar array at the Southern Vermont Energy Park, would be taxed. In 2010, legislation was passed that called for the Public Service Department to study the issue, and the law based on that study went into effect this year.

"Federal incentives for renewable energy, I believe, have distorted the competitive wholesale market" on the Texas grid, Nelson told the Senate Natural Resources Committee.
Nelson said she believes those distortions are "one of the primary causes" of the current strains on the grid, and added: "I think we all need to move with extreme caution before adopting any additional incentives or mandates."

Gas prices, the report worries, "may not ultimately rebound to earlier levels as the economy recovers, due to the ongoing development of significant shale gas deposits." The widely held belief that gas will remain cheap for quite some time "puts the near-term comparative economic position of wind energy at some risk, absent further reductions in the price of wind power (and absent supportive policies for wind energy)."

"Even with a (Production Tax Credit) extension . . . most predictions are for more modest wind power additions in the near term," the report states.
Several industry analysts expect orders to drop by more than half in 2013 and 2014 even if Congress votes to extend the tax credit, according to the report.

Republicans are walking a fine line when it comes to wind energy in Colorado, and it's playing out in congressional races in the debate over a tax credit that impacts hundreds of jobs.
The Montana Audubon Society says 10 species of raptors have been documented breeding at Kevin Rim, including ferruginous hawks, Swainson's hawks, prairie falcons, and golden eagles. The area is also home to nesting American kestrels, red-tailed hawks, peregrine falcons, great-horned owls, and burrowing owls.

Romney calls solar and wind two of the most “ballyhooed” forms of alternative fuel, saying they remain sharply uncompetitive on their own with conventional resources such as oil and gas in most applications. “Indeed, at current prices, these technologies make little sense for the consuming public but great sense only for the companies reaping profits from taxpayer subsidies,” he says.
That CBO report said energy-related tax breaks cost $20 billion in 2011 and 68 percent of them went to renewable energy, while only 15 percent went to fossil fuels. ..."we're subsidizing today's relatively mature onshore wind technology by a larger proportion than we did when it was in its infancy. That makes no sense, especially in the current environment."

Nearly four years have passed since the Energy Department released its report. Theoretically, we should be able to determine whether the JEDI numbers are accurate — at least for direct jobs. But we can’t do that yet, because neither the Bureau of Labor Statistics nor the Labor Department have the necessary data to make a comparison.
