It's not always the noise you hear that damages your ears. The noise you don't hear can be more harmful, wind turbine opponents were told Wednesday night.
Harold Vincent, an associate research professor at the University of Rhode Island, told an audience of about 75 residents at Cross' Mills Public Library that infrasonic noise can create health problems that go beyond hearing difficulties.
In the second half of a four-hour annual town meeting, residents unanimously approved a one-year extension of the town's wind-turbine moratorium and bought the Highway Department a new, used pick-up truck and a reversible, power-angled snow plow.

New wind energy development is off to a slow start in 2013, following a surge of projects last year that added 1,700 megawatts of generation across the Pacific Northwest.
Specifically, the company is asking for a 10-month extension of the July 18, 2013, deadline to meet Special Condition #19 requiring the company to provide evidence of sufficient financial resources to construct, maintain, operate, decommission and reclaim the facility. ...The Industrial Siting Council will meet at 10 a.m. on Monday June 24, 2013, to consider the company's request for the extension.

The struggling Danish company with four manufacturing plants in Colorado -- three of which are in Weld County -- saw a 34 percent decrease in production, a 26 percent decrease in deliveries, a 1 percent reduction in revenue, and a 24 percent decrease in employees since the first of the year, while it continued to come out of a two-year, debilitating slowdown.

"He said, ‘No, no, only councillors. If you are a councillor I don't want you as a patient'," said Mr. Ense.

Supervisors unanimously voted the application was incomplete because it failed to address numerous requirements in both the town ordinances and Public Service Commission requirements.
For some projects, the town bylaws require surety bonds - money set aside to cover any cost to the town in the event a developer doesn't finish a project or, in this case, if a wind turbine needs to be decommissioned. ...But Camelot Wind, the company that owns the Camelot Park turbine, says no insurance company will sign off on such a lengthy bond.

Oak Tree Energy turned to the PUC in April 2011. Oak Tree used a federal law known as the Public Utility Regulatory Policy Act of 1978 as the basis for its complaint.

Brighton recently adopted a newly amended town plan in which the town says it supports the regional planning agency's call for a moratorium on wind development until further study is done.
Four members of the Brighton Planning Commission and the three members of the town's select board, signed a letter urging the CPG not be issued for the MET towers.
Texas-based Pioneer Green Energy began leasing property for a commercial wind farm south of Interstate 90 two years ago. Its original plan to build as many as 75 turbines to power about 45,000 homes recently was pared to 10 to 20 turbines, company officials said.

There were planning issues, aesthetic issues, things that people get concerned about when one of these type of projects shows up in their backyard, their neighborhood, so we really felt, and the Commission felt, that we needed to emphasize the planning process more first and also give the public an opportunity, a much longer opportunity to respond. Right now, there's a 45-day public notice period when an applicant is going to file with the board.
One point of agreement during a daylong forum on wind energy in Concord last week is that nobody's really happy with the way New Hampshire has been deciding on these projects since Lempster Wind, between Keene and Claremont, was approved more than five years ago.
