Weary residents asked town officials to measure noise levels at Iberdrola's Hardscrabble wind facility. The results found levels above the legal limit. But instead of reducing the noise, Iberdrola gave noise generating machines to residents in hopes of drowning out the whooshing and whirling turbine sounds.

The legal notice the couple received by certified mail last Wednesday detailed 33 additional individual or municipal property owners and companies - including the city of Little Falls and at least two other land owners who have no ties or connections to the wind power company - who have had claims filed against their properties.

The local debates over wind power are driven in a part by a vacuum at the state level. There is no state law governing where wind turbines can be built or how big they can be. That leaves it up to town officials, working part time and on advice from outside lawyers, some of whom may have conflicts of their own.
Two Franklin County towns, Brandon and Malone, have passed laws banning the wind turbines. But the issue remains unresolved in Burke, population 1,451, where two Town Board members recused themselves from the issue this year because they had leases with wind companies, leaving the board deadlocked.

The company has a detailed complaint resolution process which it made available Thursday to The Daily News. It also has a 24-hour telephone hotline for reporting turbine issues.
"We encourage people if they have a concern that they should call that number, and we check it daily," said Project Manager Eric Miller. "We keep a log of who calls."
