"We are not sleeping. We are suffering the adverse effects of shadow flicker. One of the members of the board of health at the October meeting brought forth the issue that we suspend the operation of the industrial wind turbine during night time hours, until we can complete the study. ...we're imploring the town to suspend the operation," Kelly said.
Mr. Sanford said he wrote the bill because he is opposed to government mandates, not because he favors any particular energy source-a sentiment echoed by legislators in other states. "Texas is blessed with a lot of incredible resources for energy, wind and solar amongst them. But they need to be developed with free-market principles, not with the heavy hand of government directing us to an inefficient process," he said in an interview.

Despite a recent report trumpeting a record year for wind power in 2012, the numbers are not as encouraging as they seem.
Because even though total wind power capacity grew by 30 percent last year, with 13,000 megawatts in new wind turbines, the actual portion of our electricity coming from wind energy did not increase proportionally.

FERC claims the PUC violated the Public Utility Regulatory Policies Act when it held that Idaho Power was not obligated to buy from a number of wind generators because the utility did not sign the QF contracts prior to December 14, 2010, which was when the QF qualification threshold dropped to 100 kW from 10 MW.
A rapid expansion of renewable power would be complicated and costly. Using large amounts of renewable energy often requires modifying national power grids, and renewable energy is still generally more expensive than using fossil fuels.

The idea of securitization is to spread risk across hundreds of contracts and ensure a steady return for investors. That is much easier to do with home mortgages than it is with solar- or wind-power contracts, due largely to the relative immaturity and small size of renewable-energy markets.
