Environmental group says Jacque 'misinterpreted' Shirley Wind study
January 6, 2013 by Maria Amante in Greenbay Press-Gazette
January 6, 2013 by Maria Amante in Greenbay Press-Gazette
Sen. Frank Lasee, R-De Pere, said his constituents are suffering from "harmful" symptoms as a result of their proximity to the Shirley Wind Farm. ..."The pro-wind advocates are essentially calling these residents liars, and that the negative health impacts they have experienced are not in fact objective. Unlike the wind proponents, these families do not have an agenda."
Further research is needed to figure out safe distances for wind turbines, said Michael Nissenbaum, a radiologist at the Northern Maine Medical Center who conducted a study of residents living near wind turbines in Mars Hill, Maine. His study found that noise from the turbines disrupted the sleep and impaired the mental health of residents living within 1.4 kilometers of the machines and had "the potential to harm human health."
Environmental group complains to FERC about fees for New England transmission lines

January 5, 2013 by Luther Turmelle in New Haven Register
"Transmission line owners receive inflated returns that no longer reflect economic reality," said Michael Henry, Director of the ENE Sustainable Transmission Project. "The days of high guaranteed earnings for transmission investment need to end.
Those earnings not only represent hundreds of millions in excessive charges for New England ratepayers, but they also discourage the use of cleaner, cheaper options like energy efficiency."

Despite credit extension, questions remain in wind projects

The report highlights an ongoing debate throughout the region for setback distances. Minnesota has a minimum setback of 500 feet of turbines from occupied dwellings. The Minnesota Pollution Control Agency also states that turbines must create less than 50 decibels of noise to minimize impacts, which typically forces larger setbacks. However, the MPCA does not measure wind turbines for LFN impacts.
The McKeevers argued in the filing that the board erred in letting the 400-foot-tall industrial turbine remain turned on, even though, they say, it is harming the health of residents.
The energy generator, located 640 feet from the McKeevers' house, has been up since January 2012 and operating since March.

Mark and Lauren McKeever say they and their two children have suffered from sleep deprivation, nausea, anxiety and other ailments since the wind turbine started spinning last March.
The 390-foot-tall turbine is located about 600 feet from their home off the Driftway.

Study suggests wind turbines' low-frequency noise could cause health woes

Rep. Andre Jacque, R-De Pere, called on the PSC to halt wind turbine construction "to keep this nightmare from spreading." Sen. Frank Lasee, R-De Pere, said in a statement the agency should "immediately establish new set-back requirements that protect the health and wellness of Wisconsin residents who are forced to live too close to these 500-foot-tall" industrial wind turbines.
Top Wind Utility: Wind subsidy benefits industry, not consumers

"Congress prolonged some of the worst energy policy" by including subsidies for the industry in the fiscal cliff deal, Heritage's Nick Loris wrote on Thursday, noting that the PTC "distort[s] prices by disguising the costs of certain energy choices while exacerbating the costs of others."

The fiscal cliff deal helped wind power. But our wind policy is still insane.
January 4, 2013 by Brad Plumer in Washington Post
January 4, 2013 by Brad Plumer in Washington Post
Whether there's a longer-term boom depends a lot on what policies Congress sets this year. Many conservatives would prefer to stop subsidizing wind power altogether after 2013, saying that it's too expensive, too intermittent and too hard to integrate into the grid. ..."The goal shouldn't be to simply subsidize industries endlessly."

Post-PTC extension, wind energy developers face new questions
January 4, 2013 by Mark Del Franco in North American Windpower
January 4, 2013 by Mark Del Franco in North American Windpower
"Among the issues the IRS will have to decide is whether to give developers the option to treat an entire wind farm as a single facility for this purpose so that the start of construction of one turbine will be considered the start of work on the entire project," Martin adds.

Indiana wind energy industry wants longer tax credit
January 4, 2013 by Ken Kusmer in Associated Press
January 4, 2013 by Ken Kusmer in Associated Press
Officials with Indiana's wind energy industry say they are relieved by Congress' one-year extension of a tax credit but contend it will take a longer-term approach to grow the business and create jobs in the state.
The wind energy industry is dependent on something even more unpredictable than wind: Congress. Hidden in the turmoil over the "fiscal cliff" compromise was a tax credit for wind energy.
Local wind farm could benefit from tax credit

Although the PTC was extended, opponents said the fact that it was approved at the final hour is in indication that legislators were more skeptical of its worth. The PTC can still be amended, Linowes said. ...so it would not be granted to projects that produce most of their energy in the evening, when there is less demand on the grid, Linowes said.
The Progressive Conservative Party has obtained documents that show the Liberal Government has been aware of adverse health effect of wind turbines since 2009.
Huron-Bruce MPP Lisa Thompson says the documents were obtained through a Freedom of Information request.
"In 24 hours the heavily subsidized wind industry has gone from the verge of collapse to a modern-day Gold Rush. H.R. 8 seems to create a perverse incentive to rush production of additional facilities even when there may not be adequate demand for wind, biomass, or geothermal energy," Issa told The Hill in a statement.

Wind energy's New Year Celebration will be short-lived
January 3, 2013 by Ken Silverstein in EnergyBIZ
January 3, 2013 by Ken Silverstein in EnergyBIZ
Wind energy has become evermore politicized. Conservatives have viewed its tax credits as endemic of government waste and of the "wrongheaded" approach to energy generation in this country. ...The wind sector got some breathing room New Year's Day. But that reprieve will be short-lived, giving way to additional uncertainty by summer.

Investment in US wind power is expected to fall sharply this year in spite of the one-year extension of the production tax credit agreed by Congress as part of the fiscal cliff deal - but the drop is likely to be less than if the credit had been allowed to expire.

Wind-power tax credit's extension may not revive plants

Exelon Corp., the Chicago parent company of Peco Energy Co. and one of the nation's largest power generators, led opposition to the production tax credit. Though Exelon is also a major wind-farm operator, it opposed the tax credit for distorting energy markets and driving down margins at competitive power producers.
Many utilities, environmental groups and lawmakers from both parties are cheering the news that the PTC was extended by one year as part of the fiscal cliff deal. But the bruising fight over the last year doesn't bode well for the sector as it must now agree on how to ramp down the tax subsidy that was first created 21 years ago.
