April 29, 2013 by Brenda Young in Killeen Daily Herald
Robert Guptill had the wind blown out of his sails earlier this month when the City Council turned down his request for a specific use permit to allow a wind turbine on his property.
Guptill has tried for four years to get the council's approval for the project, which was rejected because of its height. At 43 feet, it's eight feet higher than the city ordinance allows.

Why Vt. wind projects aren't powering as much as they could
March 26, 2013 by Alexei Rubenstein in WCAX

In the world of electric transmission it's called "curtailment." At Sheffield and Lowell Mountain, it's meant that even on the windiest of days the regional power grid operator, ISO New England, pulled the plug on power production because there was just too much available from other sources. Newer, non-baseload sources like Lowell got yanked first.

"What people need to understand is that it's not just prairie chickens. It's really the inter-connectedness of these biotic communities," Boal said. "When we have indicators like a prairie chicken, and there's something going wrong, that's an indication of that biotic community as a whole. We need to think about, ‘what is the world we want to live in?'

Kenworthy said his company may also limit the development to the unincorporated towns and gores in Essex County, known as the UTGs. The original plan had called for the project to be located in Newark and Brighton as well.
Both those towns have organized opposition to the wind project.

Anthony Alliston says the modification isn't a significant change to the proposal.
"They're proposing a power line to connect to Transgrid's 330kW transmissions line which will increase the efficiencies of the wind farm," he said.

"In 2009, we passed an ordinance that stated, wind energy turbines would only be allowed in commercial and industrial districts," said Danny Cornelius Canyon Code Enforcer Director.
Even then, a specific use permit must be approved by the planning and zoning and city commission.

Texas Legislature: Gas takes wind from turbines' sails; Wind power fights to keep legislative edge
March 3, 2013 by Matthew Waller in San Angelo Standard Times
March 3, 2013 by Matthew Waller in San Angelo Standard Times
On Thursday conservative representative State Rep. Scott Sanford, R-McKinney, filed legislation to remove a signature weapon from the wind energy arsenal. ...Wind power already generates almost 10,000 megawatts, but taking away the mandate to create energy would hurt the renewable energy credit trading system in place, Clark said.
Public Service of New Hampshire is interested in municipally owned land near the town's industrial park, prompting Northern Pass opponents to speculate that the company may be changing direction and planning to bring power lines down the Vermont side of the Connecticut River, crossing into New Hampshire at Littleton.
Administrative Law Judge Kevin Casutto says there's no public need for a transmission line between the wind farm project and the mainland.

California is weighing how to avoid a looming electricity crisis that could be brought on by its growing reliance on wind and solar power. ...the surplus generating capacity doesn't guarantee steady power flow. Even though California has a lot of plants, it doesn't have the right mix: Many of the solar and wind sources added in recent years have actually made the system more fragile, because they provide power intermittently.

"I am very concerned we have a long term energy strategy but like all of us in New Hampshire, I also love the outdoors that is so important to the quality of life. I think the first proposal didn't take that into consideration and could have harmed our travel and tourism economy."

As the session progresses, renewable energy advocates are bracing to defend critical policies that have helped Texas become the leading wind-power state. The ascendancy of the Tea Party, an abundance of cheap natural gas and tighter budgets have reduced the sway of the wind industry. Solar power advocates anticipate limited gains at best.
An application for occupancy of right of way in Custer County for transmission lines for a proposed wind farm has been put on hold while the project looks to work further with neighbors to limit inconveniences to them. ...neighbors in the area of the project complained at a previous meeting of the commission, saying they didn't approve of all the construction, noise and view obstructions that would be a result of the project.
