Residents in Howard County have recently begun urging the commissioners to change the setback requirements. Wind farm opponents are seeking a setback of 4,921 feet from non-participating property lines.
The Tipton County Board of Zoning Appeals approved the proposed Prairie Breeze Wind Farm planned by juwi Wind with the requirement of a 1,500-foot setback from property lines.

Marshall County commissioners may have put the kibosh on a commercial wind farm in the area.
Monday, commissioners decided they will have County Attorney Jim Clevenger draft a resolution to ban commercial wind farms in the county. Once the resolution is prepared, it will go to the Plan Commission for a vote, then several public hearings will be held before the ban can be made official.

The three commissioners unanimously motioned to have County Attorney Jim Clevenger draft an amendment to the zoning ordinance to send back to the County Plan Commission asking them to prohibiting commercial wind systems in Marshall County. The Plan Commission will consider their zoning amendment at their April meeting.

Acres said he has been on the board for two years and was not fully aware of the details of the juwi project. He said there are other wind farm projects being considered for the county that he can't obtain information about.
"The details have not been fully disclosed," he said. "The county followed the letter of the law, but the process is not fair."
The Marshall County Commissioners held a public hearing Monday on proposed changes to the Wind Energy Conversion System portion of the Zoning Ordinance. The suggested changes are from the grass roots group called "Concerned Property Owners of Marshall County" presented by Sycaruse attorney Steve Snyder.

Three members of the Tipton County Board of Zoning Appeals are recusing themselves from hearing the request for a conditional use permit for the proposed Prairie Breeze Wind Farm ...three members of the BZA believe they have a direct or indirect conflict of interest over leases signed with property owners with juwi Wind.
Around 200 people from around the county crowded into the Commissioners Meeting Room of the County Building as the Commission considered the proposed amendment to the county zoning ordinance regarding "wind farms". ...The proposed change would increase that distance to half a mile. It would also make the set back for a tower 3 miles from any lake - natural or man made - or river in the county.
After some confusion and much discussion, the proposed Wind Energy Ordinance is currently on its way to become law July 19, with the changes to the setbacks (2,640 feet) included.

After two and half years of debate, a wind farm ordinance in Whitley County was denied.
The winds died down Wednesday night in Whitley County. The Whitley County Plan Commission denied the final draft of the wind ordinance in a 4:4:1 vote. Five votes are needed in order for the ordinance to pass.
Despite concerns from area residents, the Tipton County Commissioners unanimously approved rezoning for E-on Climate & Renewables operating center in rural Tipton County.
The commissioners Monday heard about one hour of discussion on the pros and cons of the operations and maintenance facility to be constructed east of Windfall.

With at least one business interested in Whitley County for development of a wind energy system and a business in the commercial side of the industry located in Whitley County, local officials are trudging through a 17-page ordinance on regulation of wind farms.

The big debate is over the set-back distance. The current draft of the ordinance says a turbine must be 1500 ft. from a residence. Carolyn Stanger says the set-back should be further and be measured by the property line, not the residence.

Eastern superintendent Tracy Caddell indicated filing for the variance doesn’t change anything.
“As stated ... the school corporation will abandon the project if the opposition obtains enough signatures to trigger the petition-remonstrance process,” Caddell said. “The filing of the variance is a non-issue.”

Nearly a hundred people attended the meeting, and no one raised their hand when asked who favored the current ordinance. About a dozen people spoke out, and many people brought binders of research and handouts. DeKalb County residents are against the ordinance and said it needs to be more restrictive. Their biggest issue is the regulation on "setback" distance from a property.

Residents who oppose wind energy projects had previously argued against any extension beyond the 12 months previously granted by county zoning rules.
But the new 18-month window is much closer to what those land owners wanted, compared to the three-year window originally requested by Invenergy.
