Officials: Keep control local; State could preempt local turbine requirements

In an interview Wednesday, Huron County Commissioner Kurt Damrow said Monday's public hearing is the last chance for local units of government, including townships that have control of their zoning and have a wind turbine ordinance, to speak to the State of Michigan in regard to maintaining local control over setback requirements and noise limitations for wind developments.
"What's on the line is whether local units of government will have a say in zoning, specifically (regarding) setbacks and noise," Damrow said.

The Government says it wants to cut the red tape and expense involved in generating energy from wind, and insists the new rules will come with strict conditions about noise, size and appearance.
But rural campaigners said the changes to the planning system could lead to a 'free-for-all' and warned that the countryside was in danger of being sacrificed in the battle against global warming.

Magnificent views enjoyed by visitors to an award-winning North East holiday complex would be ruined by plans to build four massive wind turbines nearby, it is claimed.
Businessman Alun Moore has invested about £2m over the last 20 years in developing his Beacon Hill holiday centre, 15 self-catering cottages and a luxury spa on a hilltop north west of Morpeth. ...But now Mr Moore fears his business, which employs 14 people locally, will suffer badly if plans by Novera Energy to erect four 101m turbines at nearby Todd Hill, Pigdon, are given the go-ahead.

Residents to meet with minister over wind farm

Six Digby Neck residents will visit Environment Minister Sterling Belliveau Wednesday in Halifax to ask a few questions about a planned wind turbine park.
"We're trying to find out his reasoning for approving this turbine site in the first place," Evelyn Hayden said Monday.
"We're just a group of concerned citizens that are trying to protect the health of everybody down here."

Attorney provides legal advice on wind farm options

Concerned residents have relentlessly questioned how far wind turbines should be set back from other structures in rural Goodhue County.
Commissioners learned Tuesday that addressing those concerns locally regarding two proposed wind farms could be difficult. ...[County Attorney Stephen] Betcher said state law now allows counties to step in and regulate wind farms between 5 and 25 megawatts as well with PUC's help. In doing so, commissioners could impose stricter standards - including for setbacks - than the state currently does on mid-range and larger projects.

Windmill debate continues to cause turbulence

Prince Edward County councillors and members of the public left the Nov. 10 special meeting over a new proposed windmill bylaw for the municipality at Shire Hall feeling impotent, bemoaning the unanswered questions.
"In my opinion, the mark was missed. And in a lot of ways, it feels like we're beating a dead horse because, in the game of politics, the Ontario government trumps municipalities. And if the province doesn't want it, then the province isn't going to care what we have on paper," said Prince Edward County councillor Kevin Gale.

Planning commissioners pass Tehachapi wind farm proposal

The battle over a new wind farm in Tehachapi is now heading to the Kern County Board of Supervisors. Kern County planning commissioners approved the Alta-Oak Creek Mojave wind project late Thursday night after hearing both sides of the debate.
After hours of emotional testimony from Tehachapi residents, the planning commissioners approved a 9,000 acre wind farm in the small mountain town. It could be the largest wind energy project in California, but it has Tehachapi residents' heads spinning.

He's at least the fourth generation of his family who have lived and worked on the land on Cowpath Road near the border of Franconia and Salford townships that has been farmed "forever," Yoder said.
Adding a 140-foot cellular tower and a power-generating wind turbine with a blade that reaches to a height of 163 feet will give the farm reduced electric bills and rental income from the cell tower and is similar to adding animals, crops or farm buildings, he said.

Iberdrola Renewables Inc. and Environmentally Concerned Citizens Organization are trading jabs over the proposal to amend the town's zoning law for wind power facilities.
Iberdrola's attorney, Douglas H. Ward, of Young, Sommer, Ward, Ritzenberg, Baker & Moore LLC, Albany, asked the town not to change the town's zoning law in a Sept. 21 letter.

'Green' Tehachapi residents petition against wind farm

Hundreds of Tehachapi residents are trying to ban a wind farm from blowing into their part of town, but Kern County may not have legal grounds to stop the San Diego company that wants to build it.
The nearly 700 Tehachapi residents have signed a petition against giant wind generators, but it's not because they're anti-environment. It's quite the opposite. They just don't want the wind farms blowing in their back yards.
"If you picture a football field spinning in the air, that's how big they will be," Kassandra McQuillen explained.

Wind farm plan scaled back a bit in Allegany

During Monday's meeting for the Town of Allegany Planning Board, a gathering of 15 to 20 residents at the Allegany Senior Center heard a short presentation by Kevin Sheen, senior director of development for EverPower Renewables. The New York City-based company has been interested in constructing a wind-turbine farm in the Chipmonk area for the past couple of years and had initially proposed the construction of 32 wind turbines in the community. The new plan calls for the construction of 29 wind turbines.

It was always going to be one of the biggest things to hit Otago, whether you were for Project Hayes or against it.
So it was no surprise it took two hearings to reach a decision on whether Meridian Energy could build its $2 billion wind farm on the Lammermoor Range.
Two thousand pages of evidence were presented at the first hearing in Alexandra, held over 20 days from May to July 2007, with approval announced on October 31, 2007.
But those opposed to the 176-turbine proposal appealed, saying they wanted a second shot at protecting precious Central Otago hinterland.

Public hearing planned for turbine setbacks, noise limits

Officials announced last week that the Michigan Public Service Commission will hold a public hearing later this month to garner public comment on the effect of wind turbine setback requirements and noise limitations under local zoning or other ordinances on wind energy development in wind energy resource zones.
The hearing is set to begin at 11 a.m. Monday, Nov. 23 at the MPSC's office.

An East Yorkshire resident is calling for a change in the law so new wind turbines cannot be built near homes
Currently there is no minimum separation distance between homes and the structures, but company director Larry Fleming, from Spaldington, near Goole, wants a 2km limit.
Villagers are fighting proposals by two separate developers for 14 turbines standing 400ft tall, three times higher than Howden Minster.

A Tamworth public inquiry into wind farms in the northern tablelands has heard the developments do not comply with local planning guidelines.
The New South Wales Planning Department has bypassed local government controls to push the projects through.
A number of residents told the inquiry that noise and vibrations from the turbines will force them to move if the projects go ahead in their current form.

Over the seven weeks, commissioners, lawyers, court staff, noise experts, landscape architects, ecological experts, social researchers, engineers and even the press were paid to be in the room.
Submitters, on the other hand, were spending time away from work, some of them using up annual leave – something they pointed out when Mighty River Power effectively extended the process by embarking on its redesign.
The power company's concession – one of the most significant developments from the hearing so far – followed stinging criticism of the planned farm's visual impact.

Allendale East wind farm opposed

An Allendale East dairy farmer says he is not prepared to pull his blinds down to keep flashing lights out at night, nor will he put up with the endless noise of humming wind turbines if the proposed Allendale Wind Farm goes ahead on his doorstep.
Richard Paltridge told The Border Watch he strongly objects to the multi-million dollar green power project with 49 turbines, which is currently awaiting approval before construction can start next year.
"I love this area, it's beautiful and I don't want the scenery spoiled by high towers when I am going to have 13 turbines within close view," he said.

Windmill proposal draws concern of Bayshore group

Bayshore environmental group the Hazlet Area Quality of Life Alliance (HAQLA) is opposing a proposal that would place a 380-foot-tall windmill near a residential area along the coastline.
HAQLA President John M. Curran III has written to the Department of Environmental Protection (DEP) and the Monmouth County Freeholders in opposition to the wind turbine project proposed for Union Beach ...Curran calls for a countywide moratorium on wind towers/turbines "until the county and towns establish effective, controlling ordinances and regulations" governing renewable energy projects.

Wind farm energy in Bingham county stirs up more controversy

A local development that met an overwhelming amount of opposition was once approved, only to be denied based on land zoning technicalities.
Some argue that very tall wind turbines should not mix with the scenic Wolverine Canyon area in Bingham County.
Frank VanderSloot released the findings of his own survey on Wednesday. His findings indicate that the majority of people in Bingham County do not want to have anything to do with wind farms.
