The chairman of the Lee County Board still supports a proposed wind farm, but he is pushing a compromise that would include strong conditions on the project.
Rick Ketchum, D-Amboy, said he and others are working on the conditions. He provided few details.
"The legal process started yesterday and I plan on proceeding for as long as required, irrespective of cost," Trump said Thursday as part of a released statement. "We will not allow the Scottish Government or any other party to undermine what we have created at Trump International Golf Links."

Defence chiefs could fight plans for a major wind farm in the Hampshire countryside over fears of radar interference.
Developer EDF Energy Renewables plans to build 14, 126-metre masts on farmland at Bullington Cross, north of Winchester.
Delaware County wind farm opponents are asking for setbacks that would almost certainly prevent construction of a wind farm.
Opponents are proposing a minimum setback of two miles (or 10,560 feet) between wind turbines and dwellings.
The Kirk's response to a consultation launched by the LRRG was critical of a system that has seen landowners such as the Duke of Roxburghe and the earls of Moray and Glasgow earn large sums for renting their land to wind-turbine energy firms. Critics point out that landowners rent their land to renewable generators, whose wind farms are subsidised by extra levies on ordinary electricity consumers.

The appeal and request for a rehearing were crafted by Antrim Wind's attorneys Orr & Reno, according to Select Board Chairman Gordon Webber. Antrim Wind requested the town appeal the decision in support of the LLC's pending appeal, which has to be submitted by June 1, Webber said.

The Minnesota Public Utilities Commission is waiting to hear from Xcel Energy and New Era Wind in Goodhue County about what changes have taken place in the controversial wind project's power purchase agreement.
Opposition to the project first came to light last year when members of the local indigenous Huave community forced the mayor to destroy a building permit he had signed with developer Marena.
At the same time, a Huave Indian group in the neighbouring town of San Mateo del Mar issued a statement saying it will "take up arms" if the project goes ahead as planned.
The move is likely to be greeted with mixed reaction from campaign groups and green businesses. A longtime opponent of onshore wind and solar farms, he recently wrote in a blog that "the sudden proliferation of random, single [wind] turbines is starting to blight the Cornish countryside."
Wind farm operators in Scotland have been paid nearly £6 million over the past 33 days not to generate electricity, more than was paid out for the whole of last year.
Campaigners claim there has never been a longer period of consecutive payments and are continuing to call for the energy regulator to investigate.
