_ An environmental impact analysis considering the cumulative impact of building the project in the Allegheny Mountain region of Virginia, West Virginia, Maryland and Pennsylvania. The DEQ noted there are already 88 turbines operating, 457 permitted and 480 proposed in the region.
_ Determine bat and bird population at the project site by conducting a spring radar survey and mist net surveys for bats from May to September and a fall-winter-spring survey of raptors.
_ Work closely with state and federal scientists to ensure that threatened and endangered species are protected.
_ In consultation with natural resource agencies, develop a plan for turbine placement that will mitigate impacts on wildlife and the viewshed.
_ Avoid direct and indirect impacts to wetlands.
