Community Energy says the Jordanville Wind Farm would make enough power for up to 60-thousand homes.
The farm would be the company's largest and its first in New York state. It would be located about 60 miles west of Albany, in Herkimer County.
The company has built other wind farms in Illinois, Pennsylvania and New Jersey.
But some upstate residents are worried about the impact on the scenery.
