Senator Campbell yesterday came under attack from Labor in federal parliament over his decision to allow Wind Power to resubmit the $220 million proposal.
After blocking the wind farm in April because of a perceived threat to the parrot, Senator Campbell last week said the company could resubmit the proposal in exchange for dropping a Federal Court challenge to his original ruling.
Wind Power director Andrew Newbold said the company would resubmit the same proposal to Senator Campbell's department in about two or three weeks.
However, he said the company would move to address the minister's concerns about any threat to the parrot.
Wind Power lawyers told the Federal Court last month the company would be prepared to provide funding to the orange-bellied parrot recovery team to encourage more breeding of the endangered bird.
Their lawyer, Gavan Griffith, a former commonwealth solicitor-general, said any risk to the parrot's survival could be covered by getting two birds together to breed four or five parrots.
"They are quite friendly when they are together," he told the court.
The company will seek approval for the project and aim to meet any conditions the Government wants to address about the parrot's welfare.
Mr Newbold said Senator Campbell's department previously recommended approval of the project provided a range of conditions were met, but it was overruled by the minister.
"His own department did in fact draft an approval with reasonably standard conditions," he said. "That's the nub of it. That's what we're seeking to get.
"We're happy to look at the conditions that satisfy his concerns. It's no secret the minister has been very explicit in the fact that his major concern with the project was OBP mortality rates. Now obviously one of the things we'll need to think about is how we address that concern."
He said the company reserved its right to take further action if Senator Campbell rejected its fresh application.
