Brazil has 1GW of stalled wind projects, says regulator
A source involved in developing Quintanilha Machado tells Recharge that an intensive effort was made to relocate the project to another city in the state, São Francisco de Itabapoana, after a conflict with a local heliport ruled out an original site in Arraial do Cabo.

Rio de Janeiro -- Almost 1GW worth of Brazilian wind power projects are delayed and have no certain start-up date, according to the nation's electricity regulator Aneel.
Of the 990MW of wind capacity that is behind schedule, 562MW is considered to be in a "serious" condition.
Of the latter, 135MW is accounted for by the Quintanilha Machado wind project, which was to have been built in Rio de Janeiro state through the government's alternative-energy incentive programme, Proinfa.
