Senators Edward Kennedy of Massachusetts and Ted Stevens of Alaska say states deserve veto power over such projects. In Senate speeches, they cast the deal as a government giveaway to a developer who would profit from huge tax breaks.
The 130-turbine project proposed by Cape Wind Associates would be stationed in federal waters about six miles off Cape Cod in Nantucket Sound.
Stevens, the Senate Commerce panel chairman, has proposed an amendment that would give the Massachusetts governor a veto over the project. Kennedy had asked for the amendment earlier. Governor Mitt Romney opposes the wind farm.
A spokesman for Cape Wind denies it's being given a sweetheart deal.
