Monaca takes wind out of man's plan for backyard turbine

MONACA - If Monaca resident Chuck Thomas had been able to get his windmill up and running over the weekend, he would have been able to take advantage of Monday's stiff breezes.
But instead of generating his own electricity, Thomas has a cease-and-desist order from the borough and a 34-foot-tall small wind turbine sitting on the steps of his deck.
Thomas, 44, spent $12,000 on the metal tower and turbine about three months ago, hoping to take advantage of a federal tax rebate that would have reimbursed him for about 30 percent of the cost. And over the weekend, he... [continue via Web link]
